Ice Harbor

Formerly a lair of the white dragon Arauthator, this iceberg has steadily been converted to a floating fort. Thanks to The Pest Control Brigade killing the dragon, the fort is now run by the ice toads that used to build things for Arauthator. In charge of their operations is the Ice Toad Marfulb.
The former lair now acts as a repair dock and general workshop for ships that pass by. In return, the toads make sure to gain food, materials and other supplies.

Government

Meritocracy and dictatorship. Marfulb is the most clever one and the one who knows how to interact with potential clients, so he's in charge and with absolute power. But individuals are promoted to the station where their skills are best utilized.

Defences

The toads used to be able to rely on a powerful dragon to protect them. Lacking that, they must build strong enough defences that they can defend themselves, and to make sure customers actually pay up for services rendered.
