Introduction

The Water Tribe are one of the four original nations in the physical world. The people of the Water Tribes reside primarily in the Northern and Southern Poles of the globe. Most recently, this term also included those residing in the Foggy Swamp Tribe, but civil unrest led to their independence and recognition as a state in its own right. The peoples of the Water Tribes are a peaceful people who live in the icey tundras, which forces them to be one with the nature surrounding them. They focus primarily on the spirituality of the world, which influences their bending styles. After many chiefs, and more importantly because of the great distance between the Southern and Northern Tribes, a dual chiefdom was established in order to benefit both poles in their development, allowing both Water Tribes to thrive.

Brief History

The Water Tribes have had an eventful history, even after the Hundred Year War; filled with civil unrest, numerous wars against the Fire Nation and changes in leadership that caused internal issues within the Tribes. Great change has come to the Water Tribes since that period, with newfound peace and propserity on the horizon.The last one-hundred years of the Water Tribe can be defined as a period of great change, from around the year 210 AG, with the rise of Water Chief Kesuk.
 
Water Chief Kesuk was a man who loved his Tribe, and whom his Tribesmen loved him. From him, the Water Tribe faced many wars against the Fire Nation, great civil unrest, and the division of the Northern and Southern Tribes, led by Southern Chief Kiryu. The divisions of the Water Tribes brought much prosperity to the South Pole, unlike anyone had seen since Avatar Korra. On the other hand, the North saw a period of great economic and social decline due to the civil war led by Chief Seluk against the sickly Chief Kesuk, which eventually failed as a result of the world nations standing against Chief Seluk, who caused more harm than they had wanted.
 
In the year 245 AG, Southern Chief Kiryu and Fire Lord Azula, came to a decision, against the better judgement of the international community, that the Water Tribes divided only allowed for a weakened Water Tribe as a whole. With Southern Chief Kiryu stepping down, and Fire Lord Azula needing to focus more on the Fire Nation, they both appointed two temporary Chiefs of the Poles in order to gauge who would be best suited to lead a collective Water Tribe once again. It was observed that the new reigning Chief of a combined Water Tribe was declared to be Water Chief Junhi, who brought peace and prosperity to the Water Tribes for many years to come.
 
Finally, in the year 304 AG, civil unrest erupted again in the Water Tribes, against Water Chief Nakari. The civil unrest ended with Chief Nakari renouncing the throne, and passing it on to Avatar Ullaq, whom many of the rebels were did not welcome. However, Chief Ullaq brought peace and stability to the Water Tribes, restructuring the government and stabilising the weakening nation of the waterbenders, before handing the reigns to Water Chieftess Yimuru Roatok
 

Present (314 AG)

 
A period of Water Tribe dissent ensued during the reign of the Roatoks, both under Water Chieftess Yimuru and her son, Water Chief Vesrok. Both were loved, but both were seen as leaders incapable of leading effectively. However, both saw a period of prosperity and decline during their reigns. This eventually lead to the independence of the Foggy Swamp Tribe, brought by unrest between the leadership of the Polar Tribes and the Foggy Swamp. The inaction of the Council of Elders and Advisors under Chief Vesrok brought unsavoury circumstances which resulted in the rise of Chief Irelia and Chief Kodalaq under a combined Water Tribes of the South and North Poles, leaving the Foggy Swamp Tribe to be led by Chief Miara.

Culture & Traditions

The culture of the Water Tribes corresponds with their element of water, with its elemental colour and origin stories, based on the Lion Turtles and their geographic location. For instance, the elemental season of the Waterbenders is Winter; with more Waterbenders born in the Winter time than any other season. The peoples of the Water Tribe are also typically peaceful, but recent changes in government and leadership within the past 50 years has caused unrest amongst the Tribes. This in turn affects how culture is perceived among the classes. Because of this, the Water Tribes have become more spiritual, focusing on their Cultural Ministry in order to appease the spirits and become more in-tune with their people and the surrounding spirits. They also typically enjoy festivals for every occasion, including ceremonial events and spiritual sacrifices.
 

Appearance

The peoples of the Water Tribe typically have blue or gray eyes; dark or light brown hair; and black or light brown skin tones. The Water Tribe clothing usually consists of blue coats and trousers, lined with white wolf fur.
 

Government & Politics

 
The Government works on the political affairs within the Chiefdom and helps govern the Tribe, working towards a better society for all. To enter the Government, you need to be a highly respected individual in the Tribe, notably at the top of your game in the Tribe.

Northern and Southern Chiefs
The Water Chief(s) are the head of state and of the government, they have many responsibilities toward the Water Tribe and will get help from the Council of Elders for guidance Spiritually and Physically.
Council of Elders and Chancellors
The Council of Elders is a group of very important individuals, notably for their time in the Government and with their Cultural Inclement. Their primary role is to help the Chief/Chieftess make decisions and guide Water Chief(s).
Admiral and Maaven
The Admiral and Maaven are heads of their respective branches. The Admiral is in charge of the military, ensuring a safe and secure Water Tribe; while the Maaven is head of Diplomacy, focusing on the relations the Water Tribe has with the other nations.
Advisors
An advisor is a highly trusted person and is very close to the Chief/Chieftess. They actively read and give their opinion within the Council of Elders. They also help Chiefs govern their tribe, handling day-to-day activities.
 
The Council of Elders is a group of very important individuals, notably for their time in the Government and with their Cultural Inclement. They must help the Chief/Chieftess make decisions and guide them through the correct and wrong choices.

Chancellors
Chancellors are typically previous reigning Water Chiefs. They are able to provide advise based on their experience in leading the Water Tribe. Their sole aim is to guide and advise the Water Chief(s) on any major decisions that need to be made.
Elders
Elders are typically previous Elders of the Water Tribe, those of whom were in power during the era of the three Water Tribes. The Elders were in charge of each of their respective Water Tribes. Because of this, they have experience and will have useful insight that the Water Chief(s) can use for the Tribes benefit.
Advisors
Advisors are typically high-ranking officials within the Water Tribe. They historically were the right hand to every Elder, but now serve as advisors to the Water Chief(s) in all matters.
 
 
Ambassadors work with foreign nations to maintain good relations and resolve foreign crisis involving the Water Tribe. These can include hosting events and/or other activities that involve other nations.
  Diplomacy
 
Maaven
The head of foreign relations in the Water Tribe. The Right hand to the Chief to any foreign events, debates and declarations.
Foreign Ambassador
The representative of the Chief/Chieftess in their absence. May discuss wars and treaties with other nation leaders with the blessing of the Chief/Chieftess. The Ambassador must be seen as a neutral person, and therefore may not be killed in wars.
The Cultural Ministry is very important within the Tribe, as some religious aspects are a part of our daily Tribal life. The Cultural Ministry branches off into two paths, Spirituality and Mastery.

High Shaman
The High Shaman is the head of each cultural ministry in each tribe and are Spiritual Leaders, this is a very trusted role within the Cultural Ministry and they are in charge of event planning and creating a welcoming environment within their tribe.
Shaman
Shamans preform daily rituals to gain favor with their deity and help assist their High Shamans on everyday matters, Shamans may be different within each tribe.
Healer
Healers are tasked with assisting Shamans and learning the sacred rituals of their tribe.
Initiate
A spiritually aware individual who is invested in the spiritual side of the Cultural Ministry.

Mastery Path

 
Master
In charge of maintaining Waterbending excellence in the Tribe and teaching new members. Only the toughest and wisest will achieve the role of Master, while many will fail. The Master is someone who is considered to be one of the best Waterbenders in the Water Tribe, and will teach their students the art of bending so that they can learn the true way of Waterbending.
Shifu
Considered one of the personal students of the Master, one who has taken the way of Waterbending, stepping ever so closer to the role of Master. The Shifu is the master's personal assistant, helping Initiates and new members of the Water Tribe learn the ways of Waterbending.
Adept
An up and coming Waterbender that is climbing through the ranks to earn the respected role of Master Waterbender.
Initiate
A dedicated individual who is invested in the mastery side of the Cultural Ministry.
 

Diplomatic Relations

The Foreign Policiy within the Water Tribe are now as diverse as the people are. Currently the Tribe is focusing on creating and maintaining its relationships with other nations.   The Water Tribes past was filled with wars and conflict, particularly with the Fire Nation, under the supreme rule of Fire Lord Bku and Fire Lord Chan; however, the Water Tribes have historically always had an allied relationship with the Earth Kingdom. Under new leadership, the Water Tribes have extended their hands to the Fire Nation, Earth Kingdom and the Tribe of Nahuat.


Resources & Trade

The frozen tundra that the Water Tribes reside in does not allow for crops to grow or raise much animals in such harsh conditions. This forces the people of the Water Tribes to resort to fishing as a prime source of income for food, which results in the types of food that they have grown to know and love, such as Sea Prune Soup. Because of this, the Water Tribe trades the resources they do have access to with the other nations, such as diamonds, lapis lazuli and quartz, to promote trade deals that benefit the Tribe.
 

Military

The Water Tribe military guards the Tribe against enemies, helps enforce Chief decisions, and fights in wars.   Military Force
 

Military Force

The Water Tribe organised military force is primarily a naval force, more so for the purpose of defending the Great Water Tribes than for invasion of other nations.
Admiral
The Admiral is the leader of the entire Water Tribe military. They establish short and long term goals, plans and strategies for the military. They work closely with the Water Chief in running the branch and they ensure that all instructions ordered by the Chief are followed.
Commodore
Commodores are second in command. They support the Admiral by overseeing military operations, providing advice, and stepping in when the Admiral is unavailable.
Captain
Captains are the leader of a military squad. In times of war they make important decisions and give orders to the squad. Outside of war, Captains organise specialised training sessions and drills for the Marines. Captains may also step in if Commodore is unavailable.
Lieutenant
Lieutenants support the Captains in running a military squadron. Lieutenants are also tasked with running boot camp, actively teaching and testing warriors. Lieutenants also step in with running the squadron if the Captain is unavailable.
Marine
Marines make up the bulk of the military branch. Marines are placed into squads and take orders from the Captain and Lieutenant. They participate in mock battles and military mini-games. Marines are also tasked with building forts, and are expected to normally train both in times of war and in times of peace. During war, Marines are considered for deployment first over Warriors.
Warrior
The lowest rank in the Military. A warrior's main responsibility is to complete their basic training and become a marine. They may participate in activities organised for them by the Lieutenants.
