Archons

Archons are elected each year after the taxes have been collected.
The elections last ten days, with much campaigning and bribery. Valyria becomes filled with torchlight marches, speeches, mummers and minstrels and dancers, elephants with the names of would-be Archons painted on their sides.
Some candidates have slave girls and boys lay with voters to win votes. A former archon can be re-elected.
As the three archons lead together, two archons can restrict the influence of the third archon until the end of his term, should that be necessary.
