Purpose
To show proof that you have legally purchased something from the Trading Caravan. This was being made because some of the locals were stealing goodies and not prooving their purchase, being arrested in return.

Clauses
The two paragraphs state that the item you have purchased is registered by the Zepharog Cartel and may be purchased.
Caveats
If you do not show that you have these papers upon collection and purchasing another item, you will have to return the items and have to pay double for the item, then get your papers.
Publication Status
The document is publicly available because of the purchase.
Legal status
The document is valid by the Zepharog Cartel and all of Zepharog no matter where you are, except creatures in the The Wild Wood. The royal families are obligated to acknowledge these terms and may not take them away.

Background
This document has been around 20 years after the Zepharog Cartel was found.
