Unfettered Merchant Vessel

The Unfettered Merchant Vessel is a ship that is owned by the neutral group by the name of the Unfettered. Wherever this ship arrives, people tend to flock to it. It is known to carry rare goods that are hard to find wherever it is that they are making port. The Unfettered is a neutral group that have deals with every known nation to trade and enter... unfettered.
The Unfettered's mission seems to be to sell items in places that they have become illegal or nearly impossible to fine. They have carious and wide sweeping trade agreements that basically grant them immunity from most trade laws and all embargoes. Their vessels cannot be searched by any authorities legally and their goods are taxed only lightly. It is not known how this group managed to obtain treaties like these, but no government official seems to have any interest in overturning them either.
To the common person, the Unfettered Merchant Vessels are seen as a rare delight. There always seems to be something interesting being sold. Even if the items are too expensive to buy, there is little to no chance for the common person to even see goods like these unless they come form the Unfettered. They always draw large crowds wherever they make port and tend to gain the attention of wealthy collectors and adventurers alike.
It is not known how or when the Unfettered came to be, who leads them, and if they have some ulterior motive, but they have not performed any actions against any particular nation and seem to be well received wherever they go. Most of their vessels resemble the Olympian's Quadremes with some minor alterations to increase cargo capacity.
