Order of the Spire

The Order of the Spire was the spiritual predecessor of the Hrrmengaan, a Garruw organization that takes a more philosophical approach to the sciences than average. They have since ceased to exist, overshadowed by other more effective groups, but their legacy casts a long shadow.
Literally. They made towers.

Public Agenda

The mandate of the Order was to create spaces for the Garruw outside of their usual mountain homes that could be used for scientific discovery, and also as locations for spacecraft to be made. This ultimately never reached fruition, as the technology did not advance far enough in the time the Order existed, but the effort was applauded, as a great part of Garruw culture focuses on looking to the future and attempting to make those leaps.

Assets

They built incredible numbers of towers, all over the world. Usually the Garruw live in the mountains, since it forms an easier space for them to take off flying. In history, the plains and more open areas of the world have been left alone, as feeding grounds, storm areas, or simply as spaces for the Weinadi to exist.
The Order changed that, by building a series of towers that were meant to be waypoints for traveling Garruw, as well as havens for scientific discovery in a different space than the traditional lair-like laboratories found in the mountains, with different conditions allowing for different data sets. The towers are, as a rule, massive, sized to fit the Garruw who used them.
Ultimately they were not terribly useful, and one of them was even co-opted by the humans settling in Tholaren Dome, but they were well constructed and most of them still exist today, albeit usually not in regular use.
