H.E.A.G.
HEAG, also known as the Hoelenyst's Economic Analysis and Trade Guild, is the premier organization for tracking and facilitating the economics of Tholaren Dome. In previous eras, they were also responsible for handling external trade with Weinadi and Garruw, but this function has since faded.
They serve under the direction of the Hoelenyst, a member of the Insignia Council. They represent the largest economic and mercantile group in the Dome.Culture
They are overseers, first and foremost. While acting as analysts they are permitted to have separate financial interests, but part of the position entails that you are expected not to take advantage of any insider knowledge. Being discovered as such is a sure way to get oneself excluded from all forms of trade outside of the black market.
Like most other roles in the Dome, their primary purpose is to make sure that the Dome survives. Their part of it ensures that people stay motivated and are able to purchase the things they need at an appropriate income level. Most analysts are expected to be very careful with the numbers that they balance, and the changes they might consider. Most businesses report to them, on some level.
History
The organization started with the Hoelenyst, someone meant to track resources and allocations and make sure that everyone got enough food. Eventually, as a monetary exchange system developed, and trade with the Weinadi and Garruw became more prevalent, this expanded until more people were needed to deal with the nuances of the system.
