Coalition of the Arts

When the city of Shemuford was built, it was with the concept that it would be a city built on the arts. Logically, the five premiere theater companies were the first settlers, selecting five elite parcels of land in the center of it. As settlers arrived and established themselves, more and more decisions needed to be made. Out of reverence to the big five, the director of each Theater was asked to form the city council.

At first, all decisions were simple. Zoning restrictions, civic holidays, budgets, repairs and improvements. As time went by, the city was running smoothly except another situation arose. Hiram, the owner of the Utopia Amphitheater, a small twenty five seat theater, refused to pay his employees until he doubled his original investment. When the matter was brought up at the city council meeting, Hiram reminded everyone that the matter was out of their purview.

Not to be deterred, emergency elections were held for a mayor, who created his own council. That night, the Coalition of the Arts was created by the directors of the big five. First order of business was to instate permits for every theater or concert hall of ten seats and more. The price of the permit was incremental based per seat. Somehow, the permit for the Utopia Amphitheater was priced for a locale of one hundred seats. When Hiram brought up the situation to the city council's meeting, he was reminded, not too gently, that this was not in the purview of the city council.

As the city grew, the Coalition of the Arts found that their guidance was essential. Who else could manage and distribute the Balado Parrot? Who else could tell the Royal Imagination Museum that charging thirty gold coins to see the shirt of the famous balladeer Folen is mad? The same group that decided the Folen shirt was a forgery: the Coalition of the Arts.
