Highwaymen

Highwaymen are groups of thieves and bandits that prey on travelers. They hold allegiance to no one but themselves and are only interested in short term profit. A standing law in all of the human kingdoms is the given freedom of any of their citizens to justly defend themselves by any means necessary from bandits and roaming gangs. Military and law enforcement typically do not bother with arrests and prefer simply to kill the highwaymen when they are seen.   Highwaymen usually prey on those who are traveling alone, and on roads less frequented by the general public. Some bands of thieves are more successful than others and some have even gained some amounts of notoriety. Bounties have been placed on any thief with a name attached to them. They make their homes in the unclaimed territories of the mountains and the more rural areas of The Artwinian and Gremeliam empires especially. Highwaymen are almost always never alone. They can number as few as two or three or several dozen. One of the most notorious gangs in the Artwinian Empire reportedly has several hundred members. However the highwaymen are never enough of a problem for the human empires to really take them seriously. Their armies are more concerned with geopolitical issues and policing forces jurisdiction ends at the city wall. As a result, travlers are largely left to defend themselves, and are recommended to travel in groups.

One of the primary reasons men and women become highwaymen in the human kingdoms is to not be beholden to any of their empires. Many bandits have escaped contracts of work, deserted soldiers and runaway criminals.
