The Quatrica Islands Government

The leadership structure of the Islands is very different than that of the rest of the world, and steeped heavily in tradition. There are leaders on each of the seven main islands, who are called 'Kunas', and then there is one leader who rules above thel all on the capital island of Bra'iv, known as the Jokuna. All of the Kunas, and even the Jokuna, prefer not to hide out in palaces or castles, and instead live in houses right in the middle of all of the people in the cities and villages. They are more direct with their approach, in that they walk through the same streets as everyone else, waving and shaking hands, bowing to their peers, and overall enjoying a friendly chat. They may even be inclined to go and enjoy a cup of coffee with random strangers on the street whom they have never met before. They believe in truly getting to know the people whom they have been entrusted to govern and look over.   The Jokuna and Kunas are not, however, chosen by the people for the people, as in a democracy or republic. They aren't even selected by bloodline or a council of representatives. They are instead chosen by divine right. They are literally chosen by the guardian deities of the Islands, and will serve out the rest of their lives in that position.   Once a year, or in times of great crisis, the Jokuna and all of the Island Kunas will meet in a summit at the top of Mount Kuakua on the island Maona.   However, despite the Kunas and Jokuna having a tradition of being out and amongst the people, this is not to say they are without protection. The Kunas and Jokuna are guarded by a personal guard which they hand pick, called the Jinurai. Furthermore, the Kunai or Kunai Rangers protect the sanctity of the islands.   The Quatrica Islands have very specific laws in place in order to protect the sanctity and natural beauty of the Islands. There are very strict laws against littering or polluting or anything that would detract from the natural beauty of the islands. The airspace around the islands is even off limits to all airships, given the concern that these vehicles might produce some sort of pollution.
