The Rune Carver

The legendary Rune Carver is the mythologic basis for the common chisels that exist in artisans' hands to this day. The common ancestor of this mythological device has been found in the archeological record of every race. The chisel-like tool has the characteristically shaped cutting edge blade on its end, for carving or cutting a hard material such as wood, stone, or metal and a blunt opposite end that can be leveraged by hand, struck with a mallet, or targeted by a powerful force to shape the item being created.
Stories tell that the metal used to create the Rune Carver was torn directly from the heart of the elemental plane of earth. Then made molten after exposure to the spark that ignited the elemental plane of fire. Shaped by thunderbolts harvested from the eternal storm raging in the heart of the elemental plane of air. Before finally being hardened with the waters at the core of the eternal glacier that is the heart of the elemental plane of water. When completing the black metal chisel was plunged through the heart of a dragon, the eye of an oracle, the tongue of a fool, and the crown of a king.  The names of each glow from golden runes that run the length of the device. 
The Rune Carver can be used to etch runes of power unto anything, fundamentally changing the thing into something else. It is rumored that a god once used it to change history simply by rewriting it with the Rune Carver. In any case, there are few legends in which the use of the Rune Carver did not extract some toll on the user, with stories of lost offspring, lovers, health, or even god-hood lost in some instances.
Many still seek the relic, believing it truly does exist, and are more than willing to pay any price it would ask, if only for the chance at wielding its power.

Mechanics & Inner Workings

Rune Carving involves forcing the blade into some material to cut it. The driving force may be applied by pushing by hand, or by using a mallet or hammer. The process is used to bind a rune word to the item drawing magic into it and producing an effect on the item.

Significance

The Rune Carver is believed to be one of the original tools used by the gods in the creation of reality.
