Qualifications

Arbiters are servants of the vampire Lords and The Harrower . This is the one God and no others are permitted. Loyalty, and mind control are desired features as well as surrender of Name and soul to the Harrower. They instill the worship of the Harrower and root out and destroy any worship of outside Gods or other spirits. Priests are a banned class and the servants of the Harrower are not serving in that capacity.

Career Progression

The initiate is typically a runner and courier of lords or perhaps assigned as underling to existing Arbiters. Sufficient dedication is rewarded with enrollment and the surrender of Name before The Harrower itself. Progress from there depends on delivering fear and worship, and successful hunting down of renegades and outside influences. Sometimes Arbiters are employed as tools to a Lord's machinations.

Payment & Reimbursement

Arbiters are rewarded with powers by the Harrower. This allows them free travel and influence over the lesser herd. The position is one of Nobility, so the Arbiter gains the comforts and plenty as well as status of Nobles. This includes the cycles of Galas, the parties held by Nobles to show off wealth, art, connections and establish social connections.

Purpose

The Arbiters serve many purposes. To direct veneration to the Harrower - fear and blood are also acceptable. To root out and destroy worship of the Gods and enemies of the Harrower. And finally to attract and capture priests and missionaries.

Arbiters work as Cat's paw to the Lords and the Harrower. They arrange and promote small cells of followers and believers and encourage them to seek priests and missionaries to come to the Harrowlands where they are captured and turned over to the Harrower's locus and sacrificed to reinforce and widen the rip between the living Mortal world and the Underworld.
The Arbiters frequently wear sackcloth and the conical hat that hides their faces.
