Throughout Valgarde the Silent Ledger meets and makes their plans in the basements of public places, their only fixed location is in Ironport under the Royal Library. To establish contact with a member of the ledger in a new town one must place a black book on a table and rest a small blade between the pages. This act is almost invisible to those who do not know to look for it but those who do know will speak the phrase "Ready to settle up?" after the patron has had a drink or a meal. If the Patron responds with "Of course, the debts must be cleared." then the operative will extend a subtle invite to a private gathering on behalf of the ledger.
The subtlety of this act has allowed ledger operatives to work in secrecy often without the owning establishment being aware of their activities, function rooms and gathering halls are rented under false names and gold changes hands. Once established in a town, known Ledger members or allies will often decide on a colour and attach some small string or fabric of that hue to their blade using this as a badge of entrance. If the Ledgers activity is discovered in a town a small cloth of this colour is hung from one of the windows, members know not to go about any illicit or sensitive business. It is a simple enough thing to discard their blade or even just the coloured string in a hurry if an individual fears investigation or that they are being followed.
