Shinya took in misifts to form his gang, and together they work on stopping the illegal ongoings of other gangs in the area they consider their turf. They loot the gangs for any illegal goods and either take it for themselves or give it to the police as evidence for a price. The latter option became more doable when Shinya formed an alliance with Katsumi, since Katsumi provided better protection against the police. Since Shinya sometimes didn't have much choice but to also sell illegal goods in not so legal ways, where it would hopeful do less harm.
