El'Vhen High Councilor

The El'Vhen High Council oversee not only the city of El'Vhen, but is the governing body of all Elven settlements. Technically, the council has authority over all of Mélemardor, but it is unlikely that the Dwarven, Leonin, and other local races' settlements would heed order given from them. There are seven El'Vhen High Councilor positions. On paper, all the positions are equal and require a vote by all council members to make an official decision, but in reality, the councilors agree to split jurisdictions and vote according to what whomever is in charge decides. When a council position is vacated (whether by retiring or death) the rest of the council appoints a new member.

Qualifications

While there is no official qualifications for becoming a High Councilor, every current and previous do share some similarities:
  1. They are all High Elven.
  2. They are all practitioners of magic.
  3. They have lineage to previous High Councilors or other nobility.

Requirements

The only official requirement to become a High Councilor is to be appointed by the standing members of the El'Vhen High Council.

Appointment

The current members of the El'Vhen High Council appoint a person to join their ranks. There is both a private and public ceremony. The private ceremony takes place behind the council chamber doors and little is known about it. The public ceremony is a celebration with very festive music and feasting as a new council member is announced to the populace.

Duties

High Councilors are expected to be on a moral high ground as they represent order and justice within Mélemardor. This includes providing some charitable donations as well as speaking at the prestigious magical schools on occasion. The council is usually present on celebration that mark the advancement of Mélemardor in some way.

Responsibilities

The El'Vhen High Council is the ultimate authority in all matters regarding Mélemardor, or the Elven settlements to be more specific. While they are technically in charge of the day to day operation of all such settlements, the council usually delegates to the work to minor ministers that they appoint, while they handle the more pressing, major political decisions.

Benefits

A portion of all taxes is paid to the El'Vehn High Council, as determind by the El'Vehn High Council. The councilors and their families are protected by an elite arm of the Gisiae as well as having control over the Elven Military. The El'Vehn High Council also control the magical universities within Mélemardor and can direct what they research.

Grounds for Removal/Dismissal

They High Councilors are in that position for life and cannot be otherwise removed.
