Alliance of the Elementals and QuannaCallin

QuannaCallin travelors, coming from the same place as the Amolaxx did a thousand years ago hit the shores of Zenna about twenty five years ago and when they did Zenna was altered forever.
QuannaCallin, a country with little magic left, and advancing technology, thought the Amolaxx sank when it was sent to sea all that time ago, the mission seen as impossible and the ocean impossible to cross.  Now, with the newly invented airships, QuannaCallin has the ability to easily cross the sea.  And with new technology, comes a complicated reality for them.  The powerful criminals they sent away to die a millennia ago, is very much alive and their ancestors are even more powerful.
QuannaCallin fears the people of Zenna whipping out their population, as they have very little magic and feel even with their technology, they would lose a war. QuannaCallin was not picky when looking to make friends in the new world.  The kingdom of the Moons has no interest in making friends, but the Kingdom of the Elements loves a good alliance and so an alliance agreement was signed which changed Zenna forever.
QuannaCallin has an understatement that the Kingdom of the Elements and them now share friends and enemies.  This would mean QuannaCallin has close ties with The kingdom of the Rising Sun and feels neutral towards the Kingdom of Fable.  this also means they are enemies with the Kingdom of the Moons.
QuannaCallin has started making airships for the kingdom of the Elements to strengthen bonds and trading.  The Kingdom of the Moons sees the airships the Kingdom of the Elements is collecting as warships, where these ships are made for slow travel and transportation of goods.  This new scary technology this agreement is bringing into their continent may lead to a war it was trying to avoid.
