Wlitowa, Agroia'aruyo: Imperial Authority of Wlitowa
History
The island of Wlitowa was colonized, roughly simultaneously, from the east by proto-Tuhrans (derived from proto-Yukur) and from the west by Kauaru. Because the native Kauaru continent's existence has been debated, much of this is acknowledged as fact but falls into legend.
The Kauaru and proto-Tuhrans, as all civilizations sharing a spot of land likely must, went to war within themselves and with each other for island dominance. Because of the size of the Kauaru, proto-Tuhrans primarily used pike doctrines, a military tradition that continues to this day. A leader arose from the Kauaru/Tuhran border in the small fishing village of Ak'tawo; he had such high charisma that he united the proto-Tuhran nations and married a Kauaru queen. Since then the king's line has not been deified but certainly universally acknowledged as self-authoritative, its rule cemented with close marriage ties to the Kauaru. The Kauaru themselves are considered nobler than humans; while it may be because of height, dwarves are not considered less noble than humans. As time went on, the royalty became mystified and separate from all other elements of society, and the royalty grew more and more distant. The Wlitowan equivalent of nobility has more in common with the peasantry than it does with the royalty.

Demography and Population
The dominant population is humans, but a line of Kauaru passed through the royalty and nobility, keeping the line relatively pure and the descendants relatively tall. There were rumors that there were dozens of lines of Kauaru spread throughout the peasantry, and myths that Wlitowa was once a colony of Retkokua. Many claim Kauaru heritage, though the Wlitowan's naturally tall height is a very plausible counter-theory. Werai migrated from the east through the cities, but most settled in the rural countryside, making food that they themselves could never eat.
Territories
Wlitowa's primary island, and the optimal extent of its bureaucratic power, is the island-continent of Wlitowa. Wlitowaru'u, which is sparsely populated with imperial dissidents and recluses, is claimed by Wlitowa and technically under Wlitowan control but rarely affected by royal law. As a result, it's a very popular hideaway for smugglers and free thinkers.
After the Doyog Pact, Wlitowa gained an exclusive claim to Tuhra, and would pay much more royal attention to it. This acquisition would spread bureaucratic power quite thinly and would be contested centuries later by the Tuhrans themselves, but in time Wlitowa expanded its government to better administrate the king's will.

Military
Wlitowa loves the pike. It was the singular weapon which kept the human and dwarf soldiers out of the Kauaru's reach, and it's the one weapon that can reliably beat swordsmen in proper formation. The most scandalous edition to native military doctrine was the mutation of the pike into halberds, poleaxes, and becs de corbin. This almost split the military in half; it was only through rigid testing that the mutations were reluctantly accepted. It was almost as bad as the time when Keyrit merged the pike formation with its Irregular Miner Corps, creating the Picks and Pikes! Confounded Keyrityi tacticians...
Foreign Relations
After the First Tuhran War, Tuhra became a vassal state of the Imperial Authority. At about that time, Keyrit's status changed between that of a light rival to a close ally, a status the Authority maintained until its fall. All other nations were relatively far away; while embassies and diplomats were alive and active elsewhere, relations were simply to maintain peace and trade.
Agriculture & Industry
The plains of Wlitowa are extremely fertile. Any crop can (and often does) grow there in abundance. As a result, Wlitowa's primary product and export is food. Even so, without the support of industry to raise agricultural efficiency, Wlitowa remains littered with small farms, each growing a crop of choice. The king finds this quaint, but geopolitical neighbors would appreciate an upgrade.

Wlitowa has a cadre of private individuals who are more than eager to start their own enterprises, but often counter-sensical decrees from the king or bloated legislation from the Ministry of Law stifles any opportunity for entrepreneurs to grow, even on their own. Keyrit, on the other hand, not only encourages entrepreneurial spirit but openly supports it with infrastructure and spare funding. As a result, smuggling operations from Keyrit (and later Welkwu) have become one of the largest businesses inside Wouraiya.

Trade goods enter Wlitowa and leave Wlitowa regardless of the king's personal wishes. As much as glass might be banned by the king, Wlitowan peasantry still wants glass, and Keyrit's going to give it to them! Wlitowa's standard ports of entry are regulated with an iron fist, so smugglers created entirely separate ports away from the king's gaze to engage in trade and commerce. The exact size and scope of these ports are unknowable, but it's safe to assume that the amount of wyitlingka flowing through these ports is more than the trickle that flows through the ports of Ak'tawo directly to the coffers of the king.
For all this economic stagnation, though, Wlitowa did engage in at least one major transportation construction project. The Tenghet Canal was made from a riverbed. With the king's funding and blessing, land was dug out which extended the riverbed through the northern shores of Wlitowa. The river itself was far too long to govern completely, especially with mounting problems in Tuhra, so the Ministry of Law left it alone. Trade flowed through the Tenghet Canal, and traders of all nations used it to their advantage.

Legislative Body
The Ministry of Law turns the decrees of the king into written word. However, because the royal decrees are often akin to, "I don't appreciate the gardener blocking the carriage. Make sure he's never at the entrance during an outing," most legislators have to fill in the gaps to allow for a functional society. Though the king's word supersedes all written law, he needn't bother with that 90% of the rulebook that passed without his notice, correct?
Judicial Body
The king feels uncomfortable with passing judgement on the commoner, both because of his heart and because of the smell. As a result, the trials of lords and legislators falls under the king, while the trials of murderers, rapists, and dissidents fall under the Ministry of Prevention. Roughly, criminals who probably won't repeat the crime are let go, while criminals who probably will are hauled off to prison. Guards are expensive, and prison space is limited. The most efficient system will keep the populace safe without draining the populace's money.
