Venga is the logistics coordinator for the Department of Resources. While the head is technically someone else, the role of head is more for diplomacy and public relations with other departments and nations. Venga is the de facto manager of the resources in the Department of Resources.
Venga is one of the handful of individuals in Wouraiya with access to all happenings of the Harmony Hunters at any given time. Not even the heads of the Departments know about the other departments. The Chapter Coordinator often stands as more of a figurehead, with the Departments underneath refusing to share information for fear of reprisal. Any request for food, money, or other resources, however, must come through Venga or one of her subordinates.
As a result, Venga could decide which projects succeeded, and which failed. While not technically the purview of the Department of Resources, she placed heavy conditions on several key authorities before she sent them goods, and placed many more conditions on the use of the goods she sent.

Accomplishments & Achievements

The Harmony Hunter network in Gyukur was small and unnoticeable but difficult to maintain. Year after year, it required water, food, and bribes for the local nomadic chieftains to run. Venga lowered the amount of bribe goods in her shipment, and the network responded by disobeying Venga's strict conditions on maintenance and reporting. As a result, Venga "missed" a shipment of food and water, assigning the regular supply ship Tatka to work developing the Retrougo network. The higher-ups were too busy with foreign affairs and internal squabbles to notice, and the common workers, including the crew of the Tatka outside the captain, just assumed that the Tatka was going her normal route until it was too late.
When the Tatka resumed its normal supply routine, it reported back to the Department of Resources that there was no contact from the Gyukur network. In discussion with the local chieftains, the crew found that many had been thrown out of their tribes and left to die. Venga had destroyed an entire network of Harmony Hunters, all without the suspicion of the Departments or the Department Coordinator.
