Queen Ngatka: Savior of Monarchy

Queen Ngatka inherited a nation on the verge of revolt, not least because of the actions of her all-but-mad father. Wli-Tou-Rah was on the rise, and the monarchy had lost nearly all its legitimacy. She had very little political power, since both the military and the administrative ministers beneath her believed that they could fare better under a new regime. If she wasn't careful, she would be the last monarch of Wlitowa.
Publicly, she vowed to respect the regulations of monarchs past. Quietly, she repealed a slew of legislation to make business viable in Wlitowa. She petitioned her ally the Keyrit king, who petitioned the Keyrit legislature. In exchange for the relaxing of certain trade laws and restrictive Wlitowan regulations, Keyrit volunteered food and clothing to the nation. The queen distributed them liberally but required that the communities who needed it address her personally. Under previous monarchs, this would have required a very lengthy wait in line for the throne room. Queen Ngatka instead made more trips outside royal grounds and into the more impoverished places of Wlitowa than any other monarch in recent memory.
This didn't come without risks, though. One dissident, a member of Wli-Tou-Rah, charged at the queen and tried to kill her. Ngatka was wounded but not mortally. She continued her charitable givings, and her popularity skyrocketed. She redirected her popularity into the Wlitowai royal institutions, consolidating her administration around more loyal subjects. She chose her cousin to be her heir and brought him along in her charitable travels, enshrining royal lineage within her cult of personality. When she died, the monarchy was still assailable but no longer destined to fall. Monarchists sparred with revolutionaries over the years to come. That debate was only possible through Ngatka's actions.
