Qualifications

Royal officials can come from nearly anywhere, from the lowest dredges of society to the nobility. Either way, it's a promotion to be part of the Airya. Those who wish to join may come from two routes. The first would be to impress the royalty to a point that practically demands a position. For most, though, an examination of wits sorts those who are "worthy" from those who are "unworthy." This examination is rather diverse, from writing exercises to competitive games. The Wlitowai government does not accept all that meet a certain threshold, only enough to fill in its gaps.

On the one hand, this ensures that the most intelligent are working for the government. On the other hand, the entire government becomes filled with inexperienced snobs with middling to terrible work ethic. As a result, the bureaucracy of Wlitowa lags behind those of its neighbors and even those of its colonies in terms of efficiency.

Career Progression

Both employee and employer expect the official to work in the royal palace for life, or at least until retirement. There is sparingly little chance for promotion, as skills don't translate well from job to job. Employment classifications are unheard of, and structural organization is quite fluid. However, there is plenty on which the unambitious can live.

Payment & Reimbursement

On paper, airyageia have a very similar philosophy to Keyrit's yet'kigie. Officials are given room, board, and amenities for their service, as well as a modest wage. They will be given additional compensation as the need arises. This works in the Keyrit Empire because of anticorruption measures, a culture of hard work, and a drive to keep amenities up-to-date. In Wlitowa, however, the living standards of airyageia are controlled by other airyageia. As a result, the living conditions amongst royal officials vary significantly, and most officials aren't above taking a bribe or two. This leads to a culture of corruption, the scent of which (perhaps thankfully) doesn't reach the monarchy.
