Heshr, the Blood Drinker
A black iron goblet. A sense of deep darkness and dread emanates from it. It's dark, carved runes make the surface rough to the touch. It's hard to say where this goblet came from or what it was used for before it was found. When the pool of blood that formed the Blood Moons fell, it showed itself at the depths of the pool. Perhaps there is something deeper and darker about its nature that is yet to be seen.
Mechanics & Inner Workings
This Goblet starts with 0 charges, adding charges to it attunes the item to you. The Goblet can hold up to 4 charges.
To add a charge to the Goblet, drain at least 10 HP of blood from a restrained, unwilling, conscious, creature who speaks at least 1 language directly into it. The blood pours in but the Goblet will still appear empty until an attuned creature attempts to drink from it. You cannot charge the Goblet using blood from a creature whose blood had already charged it.
Once attuned, you can use a bonus action to consume any number of charges from the Goblet. Regain a spent spell slot of that level or lower.
