The Pirate-Nation of Nokte

You wanna know about the Midnight Pirates? How about you hand over your coin-purse and I don't take you to see them right now. They don't usually take too kindly into imperials like you asking too many questions, but hey, today might be your lucky day.

  Originally, this group was one of the clans of the Trade Union called the Midnight Oath. They were expelled from Sayles after a lengthy trial for their crimes against the other clans. Any members who refused to break all ties with the clan were banished, along with the leaders. The banished ex-clansmen went north into the Barren Dominion, eventually landing upon the barren and empty island that would be known as Nokte.   Unlike many other Clans, whose membership is voluntary and often restrictive, residents of Nokte are commonly pressured into joining, often given insanely high 'protection' costs until they cave. Once a member, they are expected to follow the rules and will occasionally receive kickbacks of illicit goods or well-paying criminal jobs.  

Structure

The Midnight Oathbreakers are ruled by a circle of pirate captains, though the exact identities of the circle are unknown, to prevent against coups. This group, which has several unofficial names, such as "Midnight Captains", "Broken Lords", and "High Fucking Bastards", has little control over the others, or the organization as a whole, but will often form alliances to make changes that benefit themselves.   Generally, though there are few formal rules, the circle can change:
  • Which actions will get you banned from Nokte
  • Which goods should be sold where
  • Which spaces are violence-free
  Each of these captains has their subordinates, and usually more than one crew underneath them, who follow their direct orders. The circle as a whole also employs peacekeepers, who are known as Oathkeepers. They do not serve any one Midnight Pirate, but rather enforce the few rules they can agree on.   Aside from them, any person who lives on Nokte can become part of the Oathbreakers, as long as they pay an entrance fee and cut all ties to previous organizations. Sometimes, the Oathbreakers will recruit in secret on Sayles or Ilysium among the Ash or Soot market respectively, and use those new recruits as spies on the Empire and the Trade Union.  

Public Agenda

While officially their agenda is to protect Nokte from threats internal and external, generally this is known by the denizens of Nokte to mean control over most every aspect of Nokte and the surrounding skies. Several small attempts have been made over the years to gain control of more islands for the Oathbreakers, but those have all failed for various reasons.  

Assets

Millitary

While little is owned by the organization itself, the members of the Midnight Oathbreakers collectively have a navy to rival a small Imperial Fleet or a large Clan, though there have been no direct confrontations with the whole of their might.  

Economy

With small taxes and tithes being paid for each trade that occurs in the White Market, it is reckoned that the Midnight Oathbreakers have amassed a small fortune. What is done with that money is unclear, however, and it may simply just be turned back to the members or Midnight Pirates.  

Political

While unconfirmed because of the elusiveness of these locations, it is suspected that the Midnight Oathbreakers control, either completely or to a large extent, the black markets across the Blue. Most notably, when the Soot Market was successfully raided, a large number of Breakers were caught and jailed, though it is unclear whether they were officiating or simply visiting. As its sister location on Ilysium, the Ash Market, has currently evaded a similar fate, it is not known if they are present there as well.  

Infrastructure

A small number of roads on Nokte are officially maintained by the Oathbreakers, but a much larger number are simply spaces between the various buildings that people travel on, and can change one month to the next as the territory changes hands.  

Education

The average citizen of Nokte is formally uneducated, with most children being raised in one of the many orphanages that pepper the city. Often the only way for any of them to go to any sort of school is as a spy for the Oathbreakers on Sayles, but that is a rare occurrence.  

Foreign Relations

The Midnight Oathbreakers are outlaws in both the Empire and the Trade Union, and if members are found will be arrested and tried for crimes. Both organizations refuse to deal with the Oathbreakers diplomatically or even consider them a government, instead classifying them as a criminal and/or terrorist group.

You managed to create a pirate crew that escaped usual cliche, particularly with the unique nature of their secretive 'Oathkeepers', although it is somewhat ironic that those associated with keeping oaths, dictate those who are united by mutual abandonment of all oaths prior. I like that you kept the specific identity of the leaders unconfirmed, but still offered speculation for the reader, which shows you have deliberately kept this aspect secret, rather than just try to hide lacking information.   This article is thorough, informative and organised, so it fits nicely for your world.

This is a really strong description of faction! I get their motivation, practices, and a good feel for the shifting chaos of the ongoing internal power struggles. From a worldbuilding standpoint, you mentioned that they started the island, but then also non-criminals in Nightport are pressured to join the organization. I'm curious why any non-criminals would want to open an office in Nightport at all. :) If I was playing in the campaign, I'd wonder how one rises through the ranks, what kinds of crime are most common, who I might have to shiv to get a better job, and questions like that. Thank you for posting this for review, I enjoyed it!

Thanks for the critique! As far as non-criminals on Nightport, I suppose there could be some, but usually all residents of Nightport are wanted in one or both of the major nations of the world.

I really loved reading about how this faction came to be, even though that it may be a little bit of a cliche. but man do the oathkeepers sound a little bit hypocrite lol,   All in all, a thorough and well organised article.

The notion of a Pirate-Nation brings in itself an tricky quandary. A pirate is by definition an criminal, and a nation is in essence the source of law. So what is pirate, as a pirate, cannot be a nation. What is a nation, cannot be a pirate. Of course, we do have in past and present History "Pirate-Nations" on real world, therefore the contradiction could not be more than an matter of appearance.   Who is a pirate by definition of someone is a nation by definition of other person. Mayhappen that US is a pirate organization by the definition of Iran and North Corea, and ISIS. While all those three sovereign and legitimate nations (in each case, by self-definition) are pirate organizations according to the definition of US government. A third person, standing on imparcial ground, could call all four "Pirate-Nations", by mixing the definition of the enemies with the self-definition.   I wonder how Nokte defines The Empire and the Trade Unions. Does it consider the laws of those organizations true and legitimate laws, and counts its own actions as piracy? Or their consider their own actions as justified violence for the noble cause of fight tyranny and compensate past injustices?

These are all really interesting questions! In truth, "Pirate-Nation" is an exonym, given by the Sorcerous Academy and adopted by people in both true nations of the world, the Empire and the Trade Union. To themselves, the Midnight Oathbreakers define themselves more as a pseudo-anarchist hyper-collective, an organization that the various pirate crews can belong to and depend on for some minor security on Nokte, but not actually a state that can define laws. The most powerful pirates, who technically lead the organization without actually being leaders (the pseudo part of pseudo-anarchist) can set "rules" that they can make other people follow through their "police force" but off of Nokte, they don't have any control over the pirates that they "lead".   Some pirates certainly take up arms against the tyranny of laws, others just want to become wealthy.

Does Nokte has some sort of administrative structure of its own, to deal with daily issues ? Collect the garbage in urban areas, and see that the sewer works properly; prevent the goods stolen by the pirates from foreign nations from being stolen from their houses by petty thieves; provide some sort of assistance for widows and orphans, deal with infestation of six legged rats and tree climbing octopuses, prevent small merchants from block the streets where that could disrupt the harmony of the citizens, decide which domestic animals can be allowed to walk freely in the streets and which ones must be kept inside their owner's residences: that sort of minor meaningless issues that human beings are always improvising to make their lives and the lives of their fellow neighbours more complicated.

Not really. The "police" force does handle some of that, but as there isn't much oversight, it ends up being more scattered and dysfunctional. As a whole, Nokte operates on the rule that if you want something done, do it yourself, and if you aren't strong/threatening/convincing enough to keep what's yours, you didn't deserve to keep it. A few neighborhoods function under a single pirate crew, or a alliance of a few small pirate crews, which can have their own pseudo-governments over their own territory. Those can range from gang dictators to full-on communes, and while none are endorsed by the Midnight Pirates, none are opposed either. It's pretty dysfunctional as a whole, but that's kind of the charm imo.

Reminds me my Lawless bands and their camps on Sharitarn. All social structures on Sharitarn are pretty alright with violence, duels to the death are a common thing and no one business and carry a weapon is a basic social obligation for all free men. That is valid from the largest State City (the apex of civilization) to the nomadic tribes of wild folk, passing through lesser State Cities, villages and feudal domains. Most wild folk practice cannibalism with some frequency, and even some State Cities allow the practice (but most don't).   However, all social groups place a extreme importance in the notion of honor (the honor of a wild man isn't exactly in the same acts the honor of a civilized one is, neither the honor of a Scholar Caste is in the same acts the honor of a Warrior Caste is even both being civilized men, but the importance of honor is the same for all). Only lawless are said to have no honor.   They will not openly say that often, but they despise themselves for that: being without honor. Surrounded by other men without honor, being without it themselves, the lawless folk do not trust each other and cannot stablish long lasting alliances. Their lives are usually harsh, but even the most comfortable "king among the lawless" is likely less fortunate than the most miserable Low Caste in civilization, or the less skilled wild hunter. Because in Sharitarne's minds is "better to die for honor than live for ever in luxury without it".

I wouldn't say that the pirates of Nokte have any sort of honor, but I think I see what you mean. They're all bound by a single ideal: Personal Freedom, even though that means very different things to the various groups that exist within the dysfunctional society.

I understand. My lawless are hardly what they are by choice, except in the sense that they choose to survive as lawless instead of die. They are criminals who lost their citizenship and escaped death penalty or faced exile, or descendants of those people. Or individuals who failed in became citizens, or citizens of nations that no longer exist. They cannot even count with a chance to be allowed to live as slaves, since only women can usually count with that; men are more often killed than slaved. So, is die or get by as lawless.   Your pirates have some pride of their choice of live free, and make their lives by skill, cunning, and violence. They are a bit more like the Free Folk from the North of the Wall in Song of Ice and Fire, than like my lawless bands.
