ECL (Estimated Chaos Level)

Since The Created who come from the Pluto are more aggressive and harder to control, the ECL system has been introduced to match their level of aggression to the type of the missions they would be sent to.
This system assigns a Chaos Level between 1 and 4 to every Created coming from the Pluto, where 1 describes specimen that is loyal, calm and/or careful while using their abilities as to not cause any unnecessary damage to the surrounding area or life of innocent people. 4 describes the specimen who doesn't care about the lives of humans or whose powers cause great destruction around them or require the sacrifice to activate them.
The Created are only able to take on the missions which ECL is equal or higher than their Chaos Level.
Estimated Chaos Level is assigned to the missions depending on their main goal and requirements.

• Level 1 is mostly assigned to the assassinations (as those missions require only the death of the target) or any mission that restricts the Created from taking lives/destroying the property.
• Level 2 are the missions during which the fatal casualties of innocent people won't exceed single digit numbers and there won't be any permanent damage to the surrounding area.
• Level 3 - the number of fatalities cannot exceed 3-digit numbers and most of the damage can be done to their surroundings as long as it is possible to repair.
• At level 4 the Created doing the job can do anything needed to succeed the mission, no matter the casualties or damage.

Every Created that is born in the Pluto has explosives implanted in their body. If they ever try to breach the ECL, desert or abandon the main target of their mission without the permission of the personnel monitoring their actions, they will be terminated.
