The Periphery

The Rebellious State

The Periphery, known officially as the Second Frontier Consolidated Union, and colloquially as the Second Frontier Federation, the Frontier Union, or just the Frontier, is a recently independent nation state situated in the Frontier region of Orion. Sprouting from the rebellious ideals first established in the First Frontier War over 70 years ago, the Periphery has been establishing itself as a truly independent state for the last decade, spanning the entirety of the Second Frontier War. However, as Open Warfare turned to less frequent skirmishes between the Commonwealth Naval Command and the Periphery's Frontier Defence Front, an Armistice was signed in late 299 AT, making the Periphery the first truly successful attempt of Frontier independence. The struggle for sovereignty, however, has had a heavy toll on the systems of the Periphery, and as the new nation has only just begun to establish itself, there are already signs of cracks within the Union. The future of the Periphery - and hence the Frontier - is as fragile as the peace it has with the Commonwealth.

Structure

Unlike its original host, the Periphery is entirely based on a Representative Council system. Each Star System - meaning all stations and planetary habitats within that system - elect a Respresentative, who is given the title of Starchosen. Each Starchosen is given the sacred role of both retainer of the Star in the system they are elected from, and as a representative of the Will of their star and the people within its light. In practical terms, this means the Starchosen serve as both the head preist of the Stellarist Cult they are a part of, and as a governmental representative on the Stellar Council.   The Stellar Council is made up of 5 Starchosen, with 4 observers, and convene to discuss matters of important to the entire Union. The Council has been in near constant discussion since the Armisitice two years ago, although a similar system has been in place since the Periphery was first proclaimed and the Second constitution was drafted in the early days of the Second Frontier war. As the finer details of the Periphery government are slowly being rolled out across the Union and stability in the region is being re-established, the activity of the Stellar Council is expected to decrease in the coming years; the Council is expected to re-organise into a number of local councils, with each Star System in the union having their own Stellar Council that will focus on their own System's governance.

Public Agenda

The Periphery has made it very clear since the Armitistice that it hopes for independence to be permanent for the people of the Frontier - the Frontiersmen, in their view, have been oppressed by the Commonwealth since they were first sent out through the gates to terraform the furthest reaches of the growing empire. Although many are hopeful that the signing of the Armistice means that the Commonwealth have finally allowed Independence for their nascent state, many others see the Armistice as only a pause in the conflict, allowing their enemies to regain their strength.   This goal does not only extend to Periphery star systems. Many other star systems on the border with the Commonwealth, in their Frontier Region, have both historical and economic ties to both the First and Second Frontier Wars. As such, this agenda of freeing the Frontier extends to numerous Commonwealth Systems - including Zorrost, one of the original Star Systems to rebel during the First Frontier War. Systems that they wish to incorporate into the Union are allowed to elect their own Starchosen as an observer on the Stellar Council, and the 4 "Outer Gods" are often incorporated in the Stellarist Pantheon. These contested systems include Zorrost as mentioned, Omen, Esundir, and Dakkin.

Assets

Compared to its much larger neighbour, the Periphery is a relatively poor nation. However, the nation also has a strong culture of "sharing the bread"; although much of the population would be considered below the Poverty line in the Commonwealth (to the point where most were before the Periphery's war for independence), access to food and clean water is surprisingly high. This has largely been attributed to the Periphery's national economy - much of the population were burnt by the Megacorporations that used to own much of Frontier space, and as such all private organisations are banned within the Periphery. Instead, all people are given ration cards, giving them a small amount of choice for what foodstocks they are allowed to aquire.

The Periphery currently controls 5 Star systems directly, with some loose plans to expand out across the anti-spinward Gate Network in the near future. They directly control Aackur, Zorrost, Styrneheim, Dionya, and Seyf (сейф)

Due to how young the Periphery is, the Round is still used in Periphery borders, especially in trade with Commonwealth States and star systems. However, ideas for a new currency - likely to be called the Stellar or Stellar Digit - have been proposed.
