Personal history
A mysterious man with a mysterious life.
In his personal life, He grew up in Edmonton, Alberta in a rich family. His money came from owning companies in forestry, agriculture and manufacturing. His family moved to Edmonton because of his father's businesses. His father's head office was in that city for the convenience of the local railroad. Growing up he always had a flair for the dramatic, whether it be acting, pranks or entertaining his friends. Some people thought that this was to get attention from a busy father.
At age 25, he joined the war as a spy and has ties to Camp X. During the postwar years he worked for the Department of National Defense as an intelligence officer and founded the National Association of Masked Men.
During the late 50's to early 60's he sold his father's businesses due to his lack of interest.
In 1984 he helped set up CSIS before officially quitting the spy world forever. He died in 2000, possibly old age or something else. It should be noted that his civilian alter ego is classified and is on a need to know basis.

More morally gray than his compatriots, The penguin will do anything for his country, even kill. There is an urban legend that says he kills if anybody looks under his mask. This is true. He has the license to kill and is granted permission those who look under his mask. He has a nuanced view on murder. He is alright with murdering for his country and bad people but will refuse to kill children and innocent lives.
He grew up Christian and religious but due to his job has became jaded with many philosophies and justifications. He believes in reason above all else with many philosophical and moral conventions having reason to back it up.
He is also more progressive in his work because of the variety of contacts.

Motivation
His main motivation is work. He is a spy working for the Canadian government during World War 2 and was an employee at the Department of National Defense for the rest of his career. He always wanted to be a spy with money not being a factor. Outside of doing work he wants to do it for the people than just the government.
It was assumed he was brought on because of his socialite position, He just wanted to work for his country and fight Nazis.

It would have to be somebody that can pull off suave and sophisticated. He should only resemble Nick Fury in skill. He should not resemble Amanda Waller.

He first appeared 1943 in comics but i decided to put him in 1939 because Canada went into the war around then and he would be working then. If he continued on I'm 100% sure he'd be tackle ever type of spy story. I put him at the head of the national superhero team due making sense. This working as a Department H and Nick Fury/SHIELD reference work too, but it wasn't my initial influence. I figured he would be the guy to pull it off. If he lasted til today, with or without reboot, he would be working for CSIS. Also his rogues gallery would include communists to middle eastern terrorists because of comic book time. His bisexuality was thrown in but i think it makes sense for a spy in the mold of James Bond. If he's going to have a story where he is basically Bond, then why not have the capacity for men as well. I think he could fit into any Spy fiction story but would be a mix of the morally grey spy with a mix of flare. His operation is from 1947 to about the 80's so there should be flexibility. I personally would use him as M from the James Bond franchise (quest giver) but a contact, ally or an enemy works just as well. On a sidenote, incorporating him into an RPG should be too hard. If you could craft a detective or assasin character then The Penguin could fit into the campaign. A ninja named Tengu would also work well as an elseworlds story. Another possibility would be a solo in the world of the Cyberpunk 2013/2020 game.
