In the year 2025, the President was killed in a terrorist attack the likes of which had never been seen before. Thousands of Americans died in a chemical attack on Times Square, at the unveiling of the newly-completed Freedom Tower. In the years that followed, the United States of America retaliated both inwardly and outwardly. The world’s nations have either been assimilated into America or bargained for a tense peace. Within the USA, citizens live in fear of terrorist attacks and anti-patriots. The status quo is upheld by the Anti-Terrorism Corps, a national agency devoted to protecting the populace and ruthlessly eliminating any threat to peace.   The year now is 2031, and order has been maintained in America. President Henry Wolfram pushes for the ratification of the 32nd amendment, which would revoke the constitutional rights of those under investigation and incarceration by the ATC.
