Sun Elf Czar

Brief

Sun Elves can be a fickle people, collectively motivated by whatever may personally suit each individual one in any given moment. Though they are one of the longer lived of the elven ethnicities, they're one of the more decadant. Life is to be experienced. Though they enjoy fine things, extravagent food and drink, they don't exactly covet money. Rather, they much prefer to take whatever they want by force. In that, they are a people motivated and moved by power. Thus, they are the very definition of a meritocracy. Ruled by the most powerful of the lot - the Czar is a title earned, and claimed, only by one that can hold it. For as long as they are able to hold it.
 

Enforcers

These are a group of sun elves that have opted to bind themselves, in some form or fashion, to the Czar. Either magically or simply by word, these sun elves have decided the Czar is the best one suited to steer the sun elves in the right direction and offer up their assistance in whatever way the Czar may have need of them. At their very base, they are advisors. Sometimes assassins, messengers, bodyguards, and what their very name entails - enforcers of the Czar's word and will. There is rarely a limit to what they won't do, especially when magically bound to the Czar.

Qualifications

Czar's are almost always Archfiends, though this is no way a requirement. At base, the only real requirement to become the Czar is to kill the previous, claim the title, and beable to hold it against any and all challengers. Given the rather powerful, and narcissistic nature of the sun elves, shifts in rule can be messy though they are frequently brief. Contenders and threats are generally swiftly dealt with and, to the victor goes the title. It is an ever present claim that must be maintained and proven, usually through the help of Enforcers. A Czar has never maintained rule without the support of a handful of Enforcers to guard over them in particularly vulnerable moments - like when they sleep.  

While seemingly cut-throat and dangerous, usually after a Czar has both established themselves and proven they are capable of defending the title, there is a period of relative peace. Things settle and the sun elves accept their new ruler until something happens to shake it up.

Duties

Ruling over Sun Elves is akin to herding cats across a continent. The vast majority of them view Yandelar as their playground and they generally don't respect any national borders or laws. Sun elves come and go as they please, leaving behind messes. Usually nothing bad enough to draw unwanted attention and the Czar isn't usually interested in trying to keep them contained or attempting to get them to behave. Rather, it is frequently outsiders that beseech the Czar's help in dealing with Sun Elves that have stepped out of line.  

A Czar's main form and fuction is, really, diplomacy. They are a figurehead for the outside world to speak to, a face for the rest of the world to put to the Sun Elves as a people, and the only real police force the Sun Elves have. The Czar determines, on a case by case, when a sun elf has caused too much trouble and deals with them in whatever way they see fit. From imprisonment to death. The Czar is also responsible for the Articles of Obligation, binding the Sun Elves to the Snow Elves.

Benefits

It is the height of Sun Elf narcicissm to become the Czar. The claim to power unmatched, the pinnacle of their life. There is no station grander, no title more respected amongst their own people. As the Sun Elves do not have a god, and do not believe in the Gods of Vyril, the Czar is the closest thing to the divine they have. It represents the supreme power of their people and, in that, there is a lot of respect that is afforded the title that the Sun Elves just don't give anything else. As a lawless, carefree peoples, the Czar is the only one and only thing that has ever been able to bring the Sun Elves to heel when it has been necessary and, as a whole, the Sun Elves generally don't seek to fight against, or rebel, when a decree is made or an order is given. That sort of authority is something that is almost non-existant elsewhere in their society.

Grounds for Removal/Dismissal

The Czar is removed when they are killed. It is not a title one steps down, or retires, from.

Cultural Significance

If one sun elf is an unavoidable disaster that may happen upon a town, the Czar is believed to be tenfold. While the Sun Elves themselves respect the authority of the title, many of Yandelar fear it. The power and stories of destruction surrounding the sun elves is not something that has made them many friends and, thus, the idea that there is one that actually rules them has leant many to believe the Czar is a terrible monster of a sun elf to behold.  

It is only those few elves that have dealt with the Czar directly, or even sun elves on a personal level, that could say otherwise. They are generally much like any other sun elf - perhaps a touch more full of themselves, more charismatic - but no more monstrous than the rest of the sun elves. They can certainly wreck untold destruction, but many simply don't.
