Hopo ab Rasemu

The city of Hopo ab Rasemu (literally translating as Port on the Rasemu) is one of the largest cities in Frellia and its center of commerce. Its affluent Kiefmet (Cliffside) district lies to the eastern side of the main Rasemu tributary, nestled between that and the smaller Orn river. On the opposite side (riftwards) of the Rasemu river lies the poorer industrial district, where the ports run all day and night. 
  By day, Hopo is a bustling confluence of cultures, languages, commerce and crime. By night, the city becomes a spectacle of grandeur and decadence without compare. The citizens of Hopo conduct nightly celebrations in service of the god Eb Ihn Vollo, the god of music and frivolity. Musicians and performers parade the streets, while the people flood the city with wine, laughter and dancing. This sight brings people from all walks of life together in a unity and equality rarely seen anywhere else in the world. For this reason, Hopo ab Rasemu is a very popular destination for bards to ply their trade and hone their skills. It is also an excellent cover for the criminal elements.
  Smuggling, piracy, racketeering, prostitution, drugs, anything illicit that somebody somewhere might want can be found easily in Hopo. A local saying goes "If it ain't at the docks, its only between your ears." While local government makes come attempt to control the nefarious elements of the city, the truth is that their activities are vital to the city's economy, and the various guilds and gangs do a much better job of maintaining order than the official law enforcement ever could.
  Ruled by a publicly elected triumvirate, Hopo's political situation is of the more stable in Frellia. However, this stability comes at a price. The only citizens eligible to vote are those with direct blood-ties to the original settles of Hopo pre-unification. As such, much of the population is currently deemed ineligible for voting rights and are disenfranchised by the city's government. The nightly parties are used as one method to control dissent from these groups and limit the possibilities of protest or revolt.
