Halworth Industries
Halworth Industries is an S-rank villainous organization centered upon the United States of America, but present also in the Socialist Republic of Canada and United Mexican States as a major source of contraband sneaked behind the border and sold on the black market. Its focus isn't killing people, nor stealing from them. Instead, they are doing something much more dangerous - they supply those who have that as their focus.
Halworth Industries is a group focused entirely on providing other villains with their tools of a trade. Customized weapons, villain uniforms, combat-enhancement drugs and surgeries, bombs, chemical weapons, hacking tools and other support equipment - for as long as you're ready to pay the HI's price, you will obtain those, with quality often surpassing what the heroes have access to.
Structure
Organization structure of the Halworth Industries is mostly unknown at this point. Clockmaker remains hidden from the world, and with her, the main production facility and headquarters of the Halworth Industries. No one knows where it is, with even the other organizations of the Villain Alliance of America remaining entirely unaware of this. In fact, everyone aside from some of her trusted lieutenant know where Clockmaker is TRULY located.
Halworth Industries true headquarters are located on Ceres planetoid within the Solar System' Asteroid Belt. The facility (referred commonly as 'The Factory') was constructed under a private ore processing center for the local asteroid mines, all belonging to a Halworth Industries' shell corporation (Stellar Mining & Processing Ltd.) that managed to avoid public scrutiny to this day. Their operations offer Halworth Industries a reasonable income, while allowing her to mine surplus materials (not adhering to the treaties on exploitation of space) that are then processed in the surface installation before being used to supply the Halworth Industries' assembly lines located underneath.
Normally, smuggling goods Earthside would be nigh impossible, however Halworth Industries established the facility AFTER getting access to Cartographer, a villain lieutenant with a particularly powerful teleportation individuality that allows him to open semi-permanent warpgates connecting places he visited. It allows Halworth Industries to smuggle their products back to Earth without risking detection, and throwing all planetside intelligence agencies, police forces and hero investigators off the track.
The entire organization is governed from Ceres, by Clockmaker herself. She is assisted in that by Demiurge, her Dragon and a second in command.
Public Agenda
Halworth Industries one and only interest is providing goods to the people for the right price. Thanks to very low costs of materials and transport, it is in the process of monopolizing the market of illicit weaponry and equipment at least in the United States of America while slowly expanding its influence outside of it. The S-Rank designation is purely due to the Halworth Industries only performing 'violent' crimes when cornered by the heroes or police officer - its actual priority level for the FBI and the heroes is MUCH higher than that.
Assets
Aside from regular workers, Halworth Industries possesses a small army of mooks and elite mooks used to safeguard their properties both on Ceres and on Earth. The regular mooks are about comparable to a trained soldiers, being well-equipped with state-of-the-art weaponry and having received decent training - they tend to lack the ideological drive of some more 'motivated' villainous organizations, leading to them rarely being interested in fighting to the death.
Halworth Industries' elite mooks are a company-sized group of mercenaries who are working as HI' security as a form of paying back for their cybernetic augmentations and access to some truly top-class weaponry (including some of Clockmaker's masterworked stuff). They are capable of walking through most of the modern military units, and a squad of them can easily dispatch most of superheroes. They are, once again, barely interested in fighting to death however.
History
Halworth Industries existed for at least thirty years as a completely legal industrial conglomerate from the United States, growing into its influential position thanks to participation in the Reclamation efforts in the central United States. Its switch from legality to a villainous organization in question started when its CEO (and his wife) died in a car crash, leading to the company being taken over by their daughter, Clockmaker.
She began to replace key members of it with people sharing her rather remorseless approach to science and business model. When HI's support of the Freedom Party coup and the subsequent People's Liberation Front rebellion led to it coming under fire, Clockmaker evacuated those of her underlings that agreed with her on going full villain, and blew up the legal Halworth Industries facilities (with a lot of people inside) while stealing as much money as possible.
Her chance encounter with Demiurge led to her obtaining Stellar Mining & Processing Ltd. corporation, allowing her to organize The Factory and quickly propel the Halworth Industries from an underground black market manufacturer (with little remaining infrastructure, even if she prepared for the government hammering down her corporation eventually) into the soon-to-be monopolist on illegal arms trade and mad science within the North America.
