Red Fang - Cat mutant, maybe hero school principal (not a State Top Hero), rather mastermindry in nature but also mean in close quarters.
??? - Some sort of a martial artists/boxer hero with a variant of Fa Jin quirk (can build-up a temporary stockpile of physical strength by repetitive training).
??? - Big name with mutant quirk (maybe like fanfic Beast?). Broadcast - Top Hero with an individuality that lets him amplify and spread emotional states (like, say, being calm), while potentially causing some external effects in line with the 'theme' of the amplified emotion.

Lady Murder - Head of the Mutant Supremacy Party, and a very murder-happy rabbit mutant. Fast, deadly kicks, has a blade and knows how to use it.
Liberator - Head of the Union of '32, an anarchist organization that sees the hierarchy born of individualities (them being strong or not) a form of oppression. Has a neoteny individuality.

Amplitude - Halworth Industries member, former hero student. Rare dual-individuality, can create fire and ice, capable of large scale destruction. Might be insane. Possibility of being a surviving Archvile' twin-individuality project member.
Arsenal - House of Glass operative with an ability to switch equipment and weaponry at will.
Biohazard - Halworth Industries member. Every part of her body is poisonous in different ways, including her voice.
Blackwing - An AP exalted and the cult's High Templar. A monster of living shadows.
Bloodclaw - A cat-themed mutant turned exalted, formerly a minor hero. Fast, shapeshifting and surprisingly deadly.
Bloodblade - Vigilante with a blood-based paralysis individuality, Targets heroes and villains alike, tends to be the backalley ambusher. Inspired by Stain.
Carnage - Member of th Sanguine Pact, mass murderer obsessed with bloodshed and with a potent 'might makes right' approach, with individuality that lets them empower and manipulate their own muscle fibers. Inspired by Muscular.
Cloud - Warper Villain created as Abyss' replacement (and, possibly, an upgraded version). VAA member.
Cognitohazard/Swan Song - Sanguine Pact member, with a quirk operating as a cognitohazard that induce suicidal and self-destructive behaviour, probably through hearing their singing.
Copycat - Thief with an individuality that allows them to copy individualities of other people. Power inspired by Monoma's, but honestly everything else is different.
Crucible - Temperature-control individuality. Can instantly melt objects coming into contact with him by setting their temperature far beyond boiling point, while being effectively resistant to high temperature himself.
Dark Prism - Hero-turned villain, with an individuality that lets them generate some sort of darklight 'laser'. Rather creepy aesthetic. Also an exalted today.
Doctor - Very nasty and utterly immoral scientist working for Archvile. Gender unknown, a lot unknowns in general. Might have no individualities all along. Inspired by Doctor Garaki.
Double - Thief with an individuality that can make copies of himself, others, or objects that are virtually indistinguishable from the originals. Inspired by Twice.
Downsize - Thief with an individuality that can make other things smaller while robbing them (or not) of weight. Inspired by Kodai but with a LOT of changes along the way.
Faultline - Sanguine Pact member and a professional mass murderer for hire. Their individuality lets them create vibrations powerful enough to be de facto earthquakes.
Fireline - Ground-rupturing fire eruption individuality. Name comes from a lines of flame on the ground preceding the eruption. Excels at mass destruction, really. VAA.
Glacier - Powerful ice control and rapid freezing individuality, treated by the PLF as a living nuke. Has issues with his sister. Name might change. Inspired by Geten.
Juggernaut - Recoild Negation individuality - it also reads physical damage as recoil for as long as he moved towards the source of damage at the time. VAA.
Holocaust [?] - Sanguine Pact member with a toxic gas creation individuality. Almost certainly a Nazi, going by aesthetic alone. Inspired by Mustard.
Hypothermia - Glacier's sister, with a slightly more powerful ice control individuality (a rare anomaly tbh). Formerly PLF, now VAA. Has a crush on Revenant.
Entropy - VA lieutenant with a rapid aging individuality, sister of Decay. Nasty temper, nasty behaviour in bed, but a very good and focused tactician.
Impaler - Sanguine Pact member and a deranged serial killer/cannibal with an individuality that lets them manipulate and expand their own teeth. Inspired by Moonfish.
Incense - Legion of Purity healer, has nasty backstory with mutants. Can burn her hair to produce a form of incense that accelerates healing.
Incinerator - Sanguine pact member with a powerful fire quirk, can shift her flames to for example of white phosphorus or magnesium.
Jetstream - PLF lieutenant with a water control individuality, can use it to form surprisingly sharp and twisting blades, or make waterjet cutters.
Junk Knight - HI lieutenant with an ability to control broken machinery and make it more or less workable. Expect him to attack you with pretty much a rusted, broken, yet somehow still operating mecha.
Landslide - Sanguine Pact member and a professional mass murderer. Former hero. Their individuality lets them manipulate earth, Landslide excelling at creation of unexpected landslides.
Mastermind - Legion of Purity member with an intelligence boosting individuality. Son of Sanctity, got the individuality from Archvile. LoP chief mastermind.
Mischief - Thief with a theoretically weak telekinesis individuality which allows her to attract objects to her hand, while slightly (or not) bending their trajectory. Cat thief aesthetic.
Necromancer - Sanguine Pact member with a gas-based individuality that reanimates nearby corpses as puppets for him to operate. Might or might not be a necrophile.
Non - Thief with a individuality that allows them to render themselves into non-entity, unable to be perceived by others but also unable to interact with the world.
Poltergeist - Former hero with telekinetic individuality and poltergeist-style spooky aesthetic. Now an exalted of the Ascending Path.
Power Amplifier - PLF member with a potent electricity amplification individuality (one that he uses for a handful of things, including powering up some nasty railguns).
Purge - Major member of the Legion of Purity, with an emotional manipulation individuality allowing him to conjure lynch mobs at ease.
Razortail - Villain of unknown association (Jormungandr?). Fox-mutant with something resembling a multiple near-invisible blade-like tails? Repulsor - Vigilante [and VN second-in-command] with a quirk that allows him to generate repulsor fields, allowing him to glide on the surfaces, create shields and project bullets. Inspired by Crawler.
Songbird - Former hero student turned deranged murderer after being crushed by guilt over causing death of her classmate. Vibration manipulating individuality (can manipulate sounds in short. Works for Halworth Industries.
Silkworm - One of the most successful hitmen (technically a hitwoman) of the Exchange, with a threat manipulation individuality.
Split - Vigilante with a self-multiplication individuality, each of her copies having an amplified version of one of her basic attributes (strength, durability, speed etc.)
Spyglass - Vigilante Network head strategist and tactician, a mastermind with an individuality that allows her to analyze the individualities of people in front of her.
Starscream - Archvile's second in command and the main executioner of his orders. Most likely a powerful metal manipulation individuality. Inspired by Wolfram.
Quicksilver - Thunderbolt's daughter with a copy of his individuality, out for his blood. Tbh he had it coming.
Tactician - Hero student-turned villain-turned exalted. Has an individuality that allows them to track movement and rough state of all individuals in approximately a kilometer range around them.
Technopath - Head of the PLF cyber-warfare division, with a potent computer manipulating individuality. Vaguely inspired by Skeptic.
Thorn - Former classmate of Revenant, turned villainous later on. Devoutly religious (and almost certainly knows of his endgame or suspects it). Mighty green thumb individuality.
Trickster - Thief with a compression/decompression individuality working through touch. A bit of a stage magician aesthetic. Inspired by 'my' version of Mr. Compress.
Weaver - Vigilante. I think it was supposed to be some sort of spider mutation, reliance on threads but also a very good hacker?
Wolfhound - Halworth Industries enforcer. A type of life-sustaining individuality that was used for some extraordinarily widespread cyborgization project.
