Arkona City Council

The city council is the highest authority in the city of Arkona, at least on paper. Practically, their authority is limited in many areas. Regular, civilian citizens recognize the council as their rulers, but pirates and other people working on the fringes of the law obey the council only when it is beneficial for them. To enforce its authority in a city of free people and pirates, the council had to make the city guard very expansive. Many people compare the Arkonan City Guard to armies of the most powerful nations of Veneficia.
