Laniakea Imperial Technocracy

The Laniakea Imperial Technocracy is the single largest astropolitical entity in the entire supercluster. At their peak, before the rebellion, they held just under 63% of all galaxies in Laniakea as a direct result of their technological and militaristic supremacy.

Structure

The Technocracy's core decisions are made by the reigning monarch. Queen Athaetus has led the Technocracy for millions of years, picking fights with other nations and empires, and directing technology down certain directions. On the lowest level of the chain of command are the military officers; they hold he least power and can only control the troops (most of which are automated) in their unit. Above the officers are the Warmasters and Planetary Governors. Warmasters control entire fleets and are more often than not AI. Above the Warmasters are the Galactic Coordinators. These Coordinators control all fleets originating from their own local galaxy.   Planetary governors, as the name implies, control individual worlds or clusters of extraorbital habitats. Above them lie the Stellar Technocrats; they control and manage whole star systems. Stellar Technocrats adhere to individual state governments. The Laniakea Imperial Technocracy is comprised of countless states, some of which were conquered eons ago. These states still have control over their own laws and systems so long as they keep the basic command structure of the Technocracy as a framework, and uphold the Technocracy's demands for weapons, troops, and fleets. States must also enforce the Technocracy's mandatory laws. State leaders (or citizens depending on how the state operates) are able to choose a representative technocrat from a pool of the state's stop scientists, programmers, and engineers. These representatives will then have the offer to fly out to the Techoncracy's capital known as Starbase Titanica; if they refuse to go, a digital copy of their brain is created in order to travel there instead.   The Technocrats representing their home states are collected in order to form The Technocratic Council which consists of trillions upon trillions of sentient beings. The council function like a kind of democratic dictatorship; they all make requests and propose new laws before either voting or downvoting each other's ideas. Ideas that will have minimal impact on the Technocracy as a whole require far less votes than an idea that would fundamentally change how the nation works. After an idea gets enough votes, it's forwarded to the High Technocratic Council, which only ever consists of 1000 members at a single time (all of which are personally selected by the Queen). If an idea is approved by a member of the High Council, the idea is considered acceptable and the request/laws can be carried out. If the idea is more impactful, it may require the approval of multiple High Council Members. If an idea requires at least 10% of the High Council to approve it, it's also forwarded to the Queen who ultimately has the final say in whether or not she also wants to approve it. No matter what, the Queen always has the final say in all matters.

Culture

The universe is filled with horrors beyond imagining, some natural while others artificial. The one thing that has and always will stand between humanity and these existential abominations is technology. In the technocracy, technology is everything. It is an art form, a means of manifesting utopia, and the tool by which the secrets of existence can be unravelled. It can be used to both create and destroy, and make even the most far fetched dreams a reality. Engineers are considered artists and special effort is made when designing technologies to do so in extravagant and intentionally impressive ways. As well as technology, the acquisition of energy is also heavily ingrained into their culture. The universe won't last forever, but with the collection and storage of vast quantities of energy in various forms, the Technocracy can defend themselves from existential threats and stave off the inevitability of heat death for longer than would ever be possible naturally. This results in citizens having a very nationalistic mindset; they want the Technocracy to conquer other nations because it means that, if they survive for long enough, they'll have longer and longer to live in the universe before life, either biological or electronic, becomes impossible.

History

After the collapse of the United Galactic Nations in 3,999,676 AD, the lack of resources as well as the separation of nations caused warfare between the remaining small states. The power vacuum lead to several nations in the Virgo Cluster banding together into a singular large state known as the Unified Technocracy with the goal to unify neighbouring states in the name of survival. The Unified Technocracy soon began to form treaties with its neighbours however met friction when talk of annexation began to arise. The resulting wars left nonillions dead and the Technocracy began to experience major political turmoil. Through corruption and underhanded tactics, the Unified Technocracy was renamed the Laniakea Imperial Technocracy with a new goal in mind: unify all nations in the Laniakea supercluster. With the territories and resources gained from the wars, they had the strength to begin expanse into the rest of Laniakea. In fact, they saw it as the only way to survive against the random and unfeeling terrors that lurk within the cosmos. Several million years later, and the Laniakea Imperial Technocracy had conquered or and most human nations in the supercluster.

Demography and Population

Population is scarce around most of the outer galaxies however, areas such as the Virgo cluster have extremely high population densities. Outer star systems often produce less income and have poorer economies. They are also where most low tech worlds are located. Central colonies are often much wealthier due to their higher populations and complete automation.

The Technocracy owns 79% of all galaxies in Laniakea.

Military

The Technocracy's military is incomprehensibly massive. Warfare is usually carried out by automated soldiers with some human or sentient AI soldiers overseeing operations. Ultimately each battle in controlled by a division's super AI. These super AIs reside within quantum computers the size of continents and have Intel on each and every soldier. They command all autonomous and conscious soldiers, and manually fly scouting drones over every battlefield so that they know exactly how to respond in a high intensity situation.

Foreign Relations

The Technocracy are enemies with almost all of their neighbours. The few other nations that exist only remain independent because the Technocracy hasn't successfully conquered them yet. These nations remain in constant fear of the Technocracy and have built their economies almost entirely around defence against them.

Agriculture & Industry

Industry and agriculture is entirely automated. biologicals still perform work but only to boost the already existing economy due to wartime stress. Many also choose to work outside of wartime however for each other rather than the state. While the technocracy runs its own economy, trade guilds and federations arise underneath them to conduct private work with citizens. Most corporations are also private however they rarely employ conscious workers.

Education

Citizens are educated using profession chips. These are small devices containing no existing data that can be inserted into the user's brain. Data can then be purchased and downloaded from memory banks located on the intergalactic internet to these profession chips. The data downloaded to a profession chip will instantaneously educate the user in that specific subject. The Technocracy issues one profession chip along with two standard courses intended to educate the user on the basics of the universe and how to survive in it. Each profession chip can contain three basic courses. Advanced profession chips also exist and can store data from one advanced course.
