Pirate Territories of New Orleans
We have limited information regarding Hostile Group 3C “New Orleans.” What we do know is that someone there, during the “End Times” (Event Omega) found site Delta-Nine, and used the advanced technology within to lift part of the city into the air (Event Delta-Three). In the years between then and now, the city has been retrofitted to include numerous hangars for the families that live there to take part in the extensive piracy that the city is known for. The city is protected by a Class 5 Shield of unknown provenance, believed to be developed by the same source that allows the city to fly.
There are rumours that the people of 3C have established “Colonies” in the Caribbean to provide a more stable source of food. This is unconfirmed, but would make sense considering the population that we estimate they have. Their ships and other vehicles are unique from other sources in that they utilize an unknown application of Delta Technology to hover, rather than fly aerodynamically.

Demography and Population
The population is 500.000 in New Orleans itself, and 2.000.000 in it's colonies.
New Orleanian humans make up the majority of those in New Orleans, with a few from other lands. The colonies are mostly populated by non-Orleanians.
Territories
The Pirate Territories include the flying city of New Orleans, the islands of Cuba, Hispaniola, Jamaica, and a variety of others in the Caribbean, and a few coastal territories along the Gulf Coast.
Religion
The religions of Catholicism and Voodoo both have large numbers of followers in the Territories, with more Catholics in New Orleans and more followers of Voodoo in the islands.
Foreign Relations
The Pirate Territories, and the city of New Orleans itself, is generally not a welcome sight due to their continuous raiding and piracy.
Agriculture & Industry
There is heavy agriculture on the islands due to the tribute extracted by the city. New Orleans itself builds a variety of ships, but has little other industry, focusing on taking what they need from others or taking it as tribute from the islands.
Trade & Transport
Trade is generally not conducted by the Pirate Territories, as they prefer to raid what they want. They do conduct some trade with Motor City due to a feeling of kindred spirit with the nomads.
They usually travel in swarms of individual or two-person ships.
