Viceroy of Eldarr Law

Describe the Rank and responsibilities of someone who's considered ""in charge"" of an organization, religion, or settlement in your world.   Eldarrian Law dictates not only civil law, but sovereign law as well.    The Viceroy is the civil leader of a settlement. whether that be a hamlet, village, town, or city is immaterial.  They are an officer of the government. This is the equivalent of a mayor or governor.    Viceroys are elected and a minimum council of five must oversee any election. The viceroy must win the most votes. When a settlement is within another's reign the higher viceroy may appoint a viceroy elect, who is then voted on. In the absence of a current viceroy the viceroy elect assumes the role immediately and the vote is held when organized. A viceroy elect only needs 4 in 10 to win the officer's position.   Viceroys must specifically:
  • secure and protect water supplies,
  • manage the coffers, taxes, and collection to fund the settlement,
  • manage a militia for the everyday protection of people and law enforcement,
  • settle disputes, either by their own judgment or through an Eldarrian Judge,
  • lead and encourage the diversity of farm, beast, and craft to provide a greater share of basic necessities, and encourage markets
  • address dangers that come within the settlement's reign,
  • be accountable for the safety and management of any settlement that has elected to join under your reign,
  • ensure that the laws of Eldarr are available in Common both as a book available upon request and publicly posted for anyone to read.
  If a duty is too taxing or is beyond the viceroy's knowledge, they elect officers to handle that task. In small villages, officers are often unpaid volunteers, well regarded, and oft a member or leader of the related guild. Viceroys are encouraged to make use of guilds to acquire knowledgeable members of the community to address that area.   Viceroys usually elect an officer Deputy who directly manages militia and the everyday protection of people and law enforcement. In a small settlement, the viceroy and deputy may be the same. Regardless of who the deputy is, the viceroy is ultimately accountable.     Each settlement is independent by assumption. They have minimal responsibility for a one-mile reign from the location center. Most stellas refer to the two-mile rule, which is that small settlements should be two miles apart.  This is a distance crossed with one to two hours even by those bearing burdens, like goods from a market. This also allows a two or three settlement hop to more markets and return easily within a day. With a larger town, the reign expands, but cannot include another settlement unless there is a vote in that town to join. In which case, the viceroy is also responsible for the safety of that settlement and its reign.    The viceroy must address dangers that come within the settlement's reign. This could be wildlife, monstrosities, bandits, or wildfires. The roads from the town must be reasonably safe but not necessarily patrolled.   The viceroys make use of monster hunters, adventurers, Kreenan tribes, mercenaries, and their own militia or guards. Viceroy contracts for these are quite standard with treasure or products of the kill being 1 in 5 to the settlement's coffers. Unless directly threatened and without provocation, outsiders may not have permission to hunt within a town's reign. This allows the town to set a small bounty and collect a small portion of any wealth from it. Hunting game may require a license within the reign of the town to ensure the game feeds the town and add some to their coffers. Viceroys will utilize the monster hunters guilds if present or they may elect an officer, the Hunting Warden, who tracks and manages dangers, bounties, and game fees.   A copy of the major Eldarr laws must be both in book form available to all and some public posting.  Eldarr Temple Courts will line the walls of the court with stellas displaying the rules of Eldarr for anyone to read.
