PC-90482, Northern Detention Centre (P-C-Nine-oh-four-ey-t-two, Nor-vern de-ten-shun cen-tuh)

Nobody calls it that. PC-90-whatever. Nobody. It's Orcus. It's always been Orcus. The guards on both penal colonies call it Orcus. And they're robots. Someone programmed them to say that.

The PC-90482, Northern Detention Centre is a penal colony on the northern hemisphere of the non-rounded dwarf planet designated 90482 Orcus, chosen for a penal colony in 2187 by inhabitants of Pluto and Charon. Unlike the colony on the south, which holds non-violent prisoners, the Northern Detention Centre holds those who have committed violent acts.

To hold prisoners from Pluto and Charon who have committed violent crimes.

History

In the early 2180s, a terrorist movement calling themselves 'Planet A' (after the belief that there should be no habitable planet other than Earth' began. Whilst anti-terraformists had existed since before colonisation and terraforming began, few groups had ever attempted to stop the colonisation and terraforming of other planets.
This terrorist movement attempted in 2188 to blow up the Pluto Charon-Highway. The attempt was unsuccessful, although the highway was out of commission for a few weeks, disrupting life on both Pluto and Charon.
The surviving terrorists were rounded up, and held on Pluto before sentencing. Whilst waiting to be sentenced, members of the public petitioned to have the criminals sent off Pluto.
Whilst this would be possible with some of them, who had come from Charon, the law prevents sending prisoners to other planemos to be detained, unless they come from them.
A loophole was found, however, in which prisoners could be sent to asteroids and non-rounded planets and moons. Orcus, referred to by many as an 'anti-pluto' was chosen.
The first prisoners were sent to PC-90482, Northern Detention Centre in 2192. Two years before prisoners were sent to the southern detention centre.
