Executive Office of the Colonies
The Colonial Consulate, otherwise known as the Office of the First Consul is the executive branch of the United Colonies of Kronus. The First Consul serves as both head of state and head of government presiding overall 10 colonies and the various departments, offices and bureaus that make up the colonial government. The First Consul also acts as head of the military with them being the commander in chief in times of war and rebellion.
The First Consul of the Colonies, being the head of state and government has control of the legislative process. The Consulate can create legislation to be voted on by the Senate and all legislation that goes through the Senate is sent to the First Consul to be written into law.
Ultimately the Consulate wields supreme power over the colonies working with the Officium Magisteria, a council of delegates being sent from each of the colonies to express concerns, offer advice and speak on their respective colonies behalf on the capital planet. The First Consul is elected from amongst the members of the Colonial Senate and serves a 10 year term with their vacancy in the senate being filled with a person of their choosing from their colony. There are no term limits on the consulate, the rationale being that if a First Consul can continue to receive support of the senate and by proxy the people of the colonies, why should there be a limit on their years of service?
The First Consul does however have some restrictions put into place on it. In religious matters or issues concerning the Externas the Consulate often defers power to either the Ecclesiastica Divinius, often called the the Ecclesiastica, or the Colonial Inquisition. The Consulate is quite happy to let the Inquisition and Ecclesiastica deal with Externas threats and religious issues among the colonies as they are generally able to deal with issues in a more....discreet, way.
