The Talisharian

This is a libram which of the most potent magic. It gives hints as to the whereabouts of all magic items as well as how they are created. It also give hints as to their histories. This book is constantly changing and updating.
In order to use the book, one must be able to read magic and have at least a 12 intelligence. This will allow only trivial studying. A 14 intelligence will allow research on a specific topic. A 16 intelligence is required just to make sense of all the jumbled information on details of any item. An 18 to decipher the hints and clues as to how to make an item (1 month of study). And a 20 to gain basic information as to the item's location, assuming it is a unique item. Otherwise, it will give directions to the closest item fitting the description of the research. Locating any item takes at least 1 day of study.
Regardless of intelligence, there is no sure thing with this book. If the requirements are met, then the chance of successfully using the book is (40 + 2xInt)%. If a 90 or higher is rolled, the character has really goofed and discerned erroneous information.
