Rune Etched Lapis Lazuli Wand

This narrow wand is surprisingly heavy, weighing nearly 5 lbs. The symbols on it are magical in nature, however undecipherable, possibly gibberish and meant for decoration.
The want itself is 1/2 an inch in diameter and 10 inches long.
The wand itself can also be used to cast Magic Missile Mark V once per round at 10th level of ability. Alternately it can cast Magic Missile Mark I to IV at the minimum casting level for that spell once per round.

Benefits Solely for Morvion

This item was given by the tower to Morvion to enhance his spell focus. As such, as long as he has it on his person, he gains the following abilities.
The following spells have returned enhanced. He never needs to memorize them, he can alternate them out with any memorized spell at will and cast this spell in that spells slot.
Shocking Grasp – He gets a +1 damage per die equal to his charisma bonus.
Expeditious Retreat and Shield – Casting one automatically casts the other. Treat the spells as one spell. The duration of both spells are doubled.
Color Spray – All saves against this spell add his charisma bonus to the DC.
True Strike – The attack is also at advantage.
Chill Touch – You heal an equal amount to the damage given.
Frostbite – The damage also deals 1d6 damage in lethal damage, in addition to the non-lethal damage.
