Halfling Teeth Fetish

Heritage item.
Generations ago, a famous halfling bard visited Tars's village as he was making a tour up the the coast going from one fishing village to the next. He was known for his acerbic wit and mocking jokes. He was quite the favorite with the tribe. Especially as they pull the meat from his slow roasted bones.
So impressed with the curses the halfling made as they pulled the teeth from his skull, one by one, Tar's many greats grandmother kept all his teeth, boiled them, and put them in a small leather baggy. She then made them into a small fetish which could be kept in a pocket or hung from a necklace.
This fetish has been handed down through the generations, primarily through the leadership's lineage. Tars is now the owner.
This fetish has two properties.
1. A +2 bonus on any check when an attempt to enrage an opponent is made through intimidation or diplomacy
2. Once per game hour (Don't want to get too crazy) as a metagaming device, the fetish can inspire Tars to say something truly witty or acerbic in nature. This means that if Ginger thinks it and wants to say it, it will now be in character for Tars to blurt it out.
