The Noe Bac Accord

Purpose

The Noe Bac Accord was written to end the ongoing turmoil in the new country of Stabherland. Gangs ran rampant and ethnic divides grew violent. These accords delegated land to people who had theirs stolen, worked to undo the segregation that had formed in the settlements, solidified the adoption of the Tsen calendar, and standardize the unique Stabhish Creole that had formed, making it an official language of the country.

Background

The Noe Bac Accord unified the people of Stabherland in many ways but the most important aspect was the work it did to end the ethnic divides and gang violence which plagued the country. The Accord gave great power to the law, allowing them to crackdown violently on these gangs, driving them out of urban centres and cutting off their income. The Noe Bac Accord also worked to increase the availability of arms to its citizens and officiated a mandatory military service of all able bodied adults. These changes made crime a much more dangerous endeavour.      The root of the crime problem in Stabherland was twofold. The ethnic divides had gangs forming everywhere and feeling little remorse for the others who they victimized, secondly, the nations dire poverty meant that many people turned to crime as a means of survival.  The accord helped with both of these, uniting the people by celebrating the Stabhish culture in parallel with those of the various ethnicities and implementing robust social programs to train folk as tradespeople, employ them, or supply them the means to jumpstart their own business.

Public Reaction

The accord went over well for most people. The toll that years of uncertainty took meant many people were willing to give it a chance and the fact that so many people were themselves involved with helping write the accord undid any doubt of favour to one person over another. The most unhappy with the accord were the gangs who were seeing the most success but even many of them would transition to a more wholesome life with help from the Noe Bac Accord.
