220 / 12 / 07 - Vote called on Warforged

Following extended debate the council has taken the decision to allow the citizens of Chirin to vote on the matter of the warforged's status as people. Taking into account the points raised from both sides of the debate, the council is asking the citizens of Chirin to choose one of three options.
Option 1. The warforged are golems, not people and are the property of the town.
The warforged's status will be changed from being classed as people to being classed as property of the town. They will no longer be allowed to be citizens and all of their assets will become the property of the town. Warforged will no longer be able to hld positions of authority, and they will be allocated to work as needed by the town.
Option 2. The warforged are people and should not be treated differently due to their artificial nature.
The warforged's status in Chirin will remain unchanged. They will be able to be citizens, hold positions of authority, own property, and will be treated the same as all other people of Chirin.
Option 3. The warforged are people but their artificial nature means they should be treated differently.
The warforged's status in Chirin will remain mostly unchanged. They will be able to be citizens, hold positions of authority, and own property. Due to their artificial nature they will be subject to additional taxes and there will be limits on how many times they can hold positions of authority in succession.
The third option was developed by the council in order to ensure that, if it is chosen the warforged will be an equivalent amount of tax as other people. An extensive study by the council showed that many warforged are accumulating are large amount of wealth as they do not need to purchase the goods that others need to live. As a result of their lower purchases they do not contribute an equal amount in tax as a comparable population of the natural races. This disparity means that all the wealth of Chirin would gradually end up in the hands of the warforged if tgings are left as they are. Some thought was given to providing an option that included mandating that warforged receive less pay than natural people, but this would have given the warforged an unfair advantage in gaining jobs.
These options will be displayed as notices around Chirin, and if they you have any question then you should speak to your councillor. The vote is due to be held on the 14th Ling, with the results expected by the 20th.  As this vote will not be carried out under duress this matter will not be able to be challenged in the same manner again.
