220 / 11 / 01 - Chirin to Expand?

As our regular readers will be aware, the council has been negotiating with the leaders of nearby villages over having them formally become part of Chirin. This would have benefits for all concerned, with resources directed to a common purpose rather than being used in competition with each other. These negotiations have increased in intensity in recent weeks, driven in part by the encroaching threat of Caresnas. While all concerned can see the benefits of proceeding with this unification, all sides have had concerns over levels of representation, eligibility to vote, and deployment of the guard. Despite the difficulties encountered in making sure everyone's needs are met, a provisional deal has been reached. However, there is one more group of people that needs to approve the proposed agreement. The people of Chirin themselves. This agreement would affect the way Chirin is governed so the council will be putting it to a vote of the populace.    The vote will be held on Enday, 11 Midum, with those who can vote in council elections also eligible to vote on this matter.  Full details of the proposed changes are available from your Councillor, but the council has asked this paper to include a summary of the main points:
  1. The Council will be expanded from 8 to 11 members, with the three new councillors coming from newly established regions outside the walls of Chirin-on-Dimar.
  2. The region will be known as Chirin.
  3. A new high council will be elected by the Chirin Council.  This high council will have 3 membersm chosen from amongst the Chirin council.  The high council will be empowered to take rapid action when circumstances prevent the whole council debating an issue.
  4. The requirements for eligibility to vote for councillors will be relaxed in the new regions for the first vote.  The requirement for paying taxes for a period of time will be replaced with having contributed to their community for an equivalent period.
All the councillors have confirmed their support for the proposals and each will be speaking publically in their own districts about the proposals over the next week.
