220 / 09 / 20 - Reformation of the Guard
On the afternoon of Elday 18th Sush, Councillors voted on whether to enact a series of reforms for the Chirin Guard. The reforms were proposed by Evadne Bearer, councillor for East Bank, and seconded by Ivy Spinner, councillor for East Side. The main change proposed was that the Inner and Outer Guard would be fully separated with the captain of the Inner Guard reporting directly to the council rather than the commander of the guard. This proposal was passed with 7 votes to 1. As a result of this decision, several other changes were also agreed. The Outer Guard has been renamed to the Chirin Guard, and the Inner Guard well henceforth by called the Chirin Patrol. The Chirin Patrol will have it's budget set directly by the council rather than receiving a portion of the guard budget determined by the commander of the guard. As there was no permanent captain of the Patrol following the previous captain's arrest and conviction for murder, the council voted to promote Lieutenant Vyken Guardian, with 7 votes in favour and 1 abstention.
Speaking after the council session Councillor Evadne Bearer had this to say, "While the changes that were agreed today were partly triggered by the vile betrayal of trust by the former captain of the inner guard, they are also part of the ongoing process of adapting the guard to the changing needs of Chirin. The Inner Guard were split out from the Outer Guard when it was realised that different skills were needed within and outside the city. Now with the continued expansion of Chirin we are taking the next step to create a force capable of reducing crime while being directly accountable to the people of Chirin through the council."
With the change in responsibilities a further question was raised about the need for a commander of the guard. While no decision was reached the councillor for East Bank agreed to submit a proposal for debate on Firday 25th Sush.
