Boots of Striding and Springing

While you wear these boots, your walking speed becomes 30 feet, unless your walking speed is higher, even in difficult terrain. While wearing these boots, your speed isn't reduced if you are encumbered or from wearing armor. In addition, you can jump three times the normal distance, though you can't jump farther than your remaining Movement would allow. The boots were seemingly made by elves, but appear to have been designed for a dwarf and were likely designed to allow a dwarf to keep pace with elven companions, but the boots seem to fit any medium or small creature just fine and shrink or grow to fit. The boots make it difficult to stand still, and any wearer feels the urge to constantly pace while wearing these.
