Devan Veillon is the leader and commanding officer for Raven's Stronghold and one of the original founders of the organization. He is well known by his allies and enemies to be able to fight things head on and come out with doing the right thing alongside with being victorious. Throughout Raven's Stronghold, he is known to be the man to plant the seed for rebellion and change.

Devan use to be a rookie in the arm, forced into the military "for the better of the nation", but the man knew that he was being used so they can throw away and blame the other side for casualties. His realization caused him to notice this everywhere around him. People are suffering and to the government, they are just numbers, statistics, and worthless strugglers. This sparked a flame inside of him, a flame that could not be extinguished.
He carried the passion inside him for three years, secretly trying to find people to share his ideas with. One wrong step and the government would have tracked him down and exterminated him. Multiple reports have shown the people that the government knows when people try to stand up for the better. People with flames of passion have risen; however, every single one got kidnapped and killed off in silence. With a miracle and hard work, the Raven's Stronghold slipped under the government's rader until it was too strong to hunt down and destroy the leaders within. The seed was planted, and it was growing fast.
The seed was growing into a sapling; however, the grasp of the government was heading towards the Raven's Stronghold and they needed to act fast or they would have been pulled apart. Anti-Rogue Task Force was slowly hunting down members and officers to interrogate and kill them off. Devan decided that their home planet is not for them any longer. Working together with strong minds, he set out drones throughout the universe to hunt down the perfect home. A home similar to theirs, but allowed them to spread their wings. That is when they found Toltona, a perfect planet with one downside, they was already civilization living on the planet.
With no other option Devan decided that they needed to act and head towards Toltona or be destroyed.

Devan lost ties with his mother and father the moment he was drafted into the military alongside his younger brother. He lived a stable childhood with his family until the government got stricter and aggressive. Pay was cut more, smaller rations were given out, and young adults were thrown into the army.
