The Eternal Barge

Two bays rest along the capitol of Ananport. The main bay, naturally called the Bay of Ananport, is where most ships anchor. The main port is at this bay, and it is here that the Barnacle Combine plies its trade.
  To the south is a smaller bay, Desolation Bay. Few ships use this bay to deliver goods through Ananport to the rest of the kingdom. Even smugglers stay away from Desolation Bay, lest they end up residents of the Eternal Barge.
  The barge is home to the worst criminals in Tjiramor. Those whose crimes indicate no hope for rehabilitation are sentenced here to live out their days. Prisoners from other jails in the kingdom are sent here, if rehabilitation proves futile; their sentences extended permanently.
  Although most Barge prisoners are there for life, some find their way to the prison for shorter sentences. These men and women are sent to the Barge in hopes that the Barge will frighten them into rehabilitation. They are generally separated from the rest of the population, only seeing them in passing. The scare works on some, while others soon find their way back to the Barge as permanent residents. 
  The barge lies anchored about 500 yards off the shore. The anchor chains are made of enchanted titanium and are attached to large granite blocks on the bay’s floor. The enchantments guard against breakage and sabotage and are regularly refreshed by the Mage Council.
  The barge itself is made of darkwood, selected for its ability to resist water damage. Two decks lie below the water line, while three decks rise above the surface.
  The bottom-most deck holds supplies for the prison and its residents, as well as the bilge. The next deck can hold up to 20 prisoners in single cells.The cells are large enough to contain a cot and a small plank that folds down from the wall to serve as an eating surface or desk. Each cell, of course, contains a waste pail. The doors to the cell have a panel at the bottom to exchange food and waste. The doors also have a small, barred window at the top. This deck also has 2 guard rooms at either end.
  The first deck above the water line can also hold up to 20 prisoners with similar cells. Unlike their lower counterparts, these cells have thick glass portholes that offer their inhabitants a look out to the sea or back at Ananport, albeit a blurry look from the thickness of the glass. The portholes cannot be opened.
  The second deck above the water line houses the Barge crew. The warden has a multi-room suite as do the three guard captains who share their suite on a rotating basis. The Barge is meant to have at least 1 guard for every 2 prisoners. The guards share quarters, 5 to a room, and sleep in hanging bunks. This deck also contains the galley and mess.
  The upper deck is where prisoners take exercise and, occasionally, education in basic literacy skills. Six guards are always on patrol on the upper deck. The upper deck also hosts a small armory and 4 cannon.
  When not serving on the Barge, guards live in barracks located on the shore. Only rowboats from the barracks are permitted to tie alongside the Eternal Barge bringing supplies or new guards for a shift. Small craft operated by Barge personnel patrol Desolation Bay to ensure no other ships approach the Barge.
  Rumor has it that the most violent offenders are punished in isolation chambers, small coffins sealed with a watertight lacquer. Hoses hooked up to bellows on the upper deck supply air to the isolated prisoners who may be kept in the chambers for up to 12 hours.
