While the virus appears only be able to take control of the rhesus monkey scientist believe that humans could act as carriers of the virus.

The Center for Disease Control and Prevention states that they believe these events are linked to Human Viral Zoonosis. It is believed that HVZ has begun evolving to take control of human hosts.

Political eventPresident Shepard declares a nation wide state of emergency and imposes martial law for the entire country. The Government also enacts CONPLAN-8888, stating that although it was originally created as a training exercise they believe it is currently their most applicable contingency plan.
