88th Empress of Skyhold Relain Holder (a.k.a. Mask, The Song Bird Arm)
The 88th Empress of Skyhold, believed to be the reclusive daughter of Emperor Raymond Holder II, she is actually an illegitimate daughter who grew up in nomadic circus troop that traveled all over Skyhold until Raymond was assassinated before his son was old enough to take the Throne.
Without any better options Relain was plucked from her troop, put on the Throne disguised as her secretly deceased half sister Rowana IV. Then told just to keep everything intact, let the advisors handle everything, and look as regal as possible until the son was ready to take the Throne.
Relain plays her role quite well and doesn't challenge the advisors rulings too much. She does occasionally sneak out of the palace along with her body guard and disguise herself as traveling street performer because as she puts it "I get my entertainment by entertaining."
Despite her place holding entertainer attitude she does care about the people she's sort of ruling. When she spots a problem she'll encourage and sometimes even order her advisors to solve it.
Physical Description
Special abilities
Relain is a Sound Roi Master with an unlocked Akro Roi. She can stun or even repel enemies with sound, create utter silence with in a five meter radius, and hear distant sounds miles away all with the physical attribute. With the mental attribute Relain can sense a roi users element, skill, and power or hide that information from another sound roi user. Relain can also increase the power of the roi users around her but only one element at a time, she can also decrease or outright negate the roi power of others too.
When Relain uses her Akro Roi, she can use the cloak like organ like a megaphone to boost her range and power. At Relain's command the Akro can also alter sonic frequencies to produce a variety of effects like nausea, echo location, earth shattering drills and probably more that the Empress has yet to discover.
Apparel & Accessories
When she's on duty as the Empress Rowana is dressed in fine robes of blue and white. The symbol of her authority; The imperial gold necklace is always around her neck.
When disguised as the "Marvelous Musician: Mask" Relain disguises herself by wearing her old crimson acrobat tights and a short black kimono. A court jester hat and a Masquerade mask The Mask identity is designed to invoke a ninja crossed with a court jestor provide further protection of her true identity.
Specialized Equipment
Relain often carries her flute with her at all times in case she feels the need to entertain. It is also a handy disguise in case she wants to masquerade as a wind roi user.

Personal history
Relain's mother left Pillar's Meeting with a traveling circus troop and never left until her dying day from a plague a few years later. Relain was taken in by the circus where she learned to love entertaining others. At the request of her mother Relain kept her sound roi abilities hidden from everyone except a few close friends. She was able to pass as a relatively untalented air roi user.
The girl lived for years enjoying her life as a performer and being vaguely aware that she had royal blood. It wasn't until she was 18 and Imperial Advisors showed up and told her just how royal she was.
She has ruled on paper for over a year doing her best to not be an Empress worthy of history and staying out of her handlers way. She has a lot of power in the empire but has agreed to barely use any of it.

She was homeschooled in the circus and given a crash course in royal decorum. She has also learned master ranks in the use all three attributes with the physical being her best.

She doesn't really have a good grasp on politics and mostly just lets the advisors do most of the work. In some cases she actively avoids making tough choices and prefers fighting simple straight forward problems.
