Mark Reynolds
Reynolds is the head of the organization smuggling deserters (and some food) from Carengar. He manages to keep the losses small enough to escape notice and so far no one has made a connection to him.
SubCommander Baron Mark Alister Reynolds
SubCommander Baron Mark Reynolds, IN (Ret) is the current Lord of Carengar. He is basically an Imperial ambassador to the world. He is not a ruler within the social structor of the world, but provides coordination between the people of Carengar and the naval depot at Sechler. He is responsible for contracts with the farming communities, ensuring the spaceport is kept operational and can provide the services necessary to the ships that transport the foodstuffs grown here.
Reynolds started his career in the navy as an astrogator and large ship pilot in training. A freak accident while on shore leave left him without part of his left leg below the knee. While this would usually be taken care of by the navy, the circumstances around the accident were deemed "not in the line of duty" and he was denied advanced prosthetics or regeneration therapy. He didn't have enough money at the time to do something about it, but the navy did offer him an opportunity to continue his career as an engineering officer. Reluctantly, since he couldn't conceive of a different career than the navy, he agreed. While he would never be considered flag officer material, he did rise to the grade of SubCommander and was an engineer at Sechler.
As he was retiring, the position of the Carengar ambassador became available and he agreed to take on the post. Reynolds is rather cynical in his outlook, still holding a grudge with the navy that he wasn't able to fulfill his personal destiny of being a ship pilot.

Motivation
Reynolds' motivation is to take back his little slice of the pie he lost when the navy wouldn't cover the repair to his leg. While he did nothing while on active duty to intentionally or actively sabotage, he was never one to go out of his way to ensure that he stood out for his work. He's currently profiting from helping deserters get away from Sechler and make some profit from the food grown on Carengar.
