Teimor City Watch

"Leave a community to fend for itself and that's exactly what it'll do. The Guilds are too busy squabbling over ascents and control over relics to care much about the sufferings of the commonfolk. So we decided to do something about it."
The City Watch of Teimor was originally a community watch that grew into an armed militia. Mostly made up of civilians with a relatively loose command structure, the city of Teimor essentially regulates itself without the need (or worry) of the Guilds getting involved in the general upkeep of dealing with lawbreakers in a large population center.

Structure

Seeing as Teimor is led by a council of Guild members and major figures of import, the City Watch is subordinate to the Commission. The appointed head of the City Watch is the Watch Commander, who in turn has Watch Captains beneath them followed by a few lesser ranked positions. These being primarily Watch Sergeants and the basic Watchman.

The Teimor City Watch endeavors to keep the streets of Citadel's capital clean of crime in all its shapes, forms, or fashions.

Assets

Aside from the buildings acquired by the City Watch as per request of the Commission, most gear utilized by the City Watch is primarily supplied by the members themselves. The City Watch is a volunteer militia force that holds no uniformity except for the laws they uphold, the duties they perform, and the badges that they wear which identify them as a Watchman. Funding is procured either through grants by the Commission or by donations.

History

In the aftermath of the 3rd Resurgence, Citadel was broken a bit more than usual. Each Resurgence is a deeply traumatic even that wreaks havoc and destruction all across the globe, but the Third almost saw the breaking of the Citadel Coalition as a whole. Those who held influence and sway over resources and the masses sought to consolidate their power. Little thought was put towards maintaining the Coalition as power vacuums and succession skirmishes were fought among the city-states of the land.   Teimor, in its unique position of having been led by an oligarchical council of Guild heads, saw no issue of succession. What it saw instead was a wave of lawlessness, anarchy, and crime. Gangs began to coagulate in especially ruined parts of the city and strangle out the coffers of any traffic-goers nearby. While the Guilds were busy rebuilding themselves and trying to gain an edge over one another via their usual - if more aggressive at the time - clandestine efforts, a war between order and chaos took to the streets. Criminal enterprise pitted against suburb, crime lord versus community leader, and so on. The City Watch was borne out of this struggle as an organized effort to arm and train average citizens in the wake of the Guilds' neglectful eye.   To this day, the organization has persisted. It has since grown in size and number. It's capabilities to wage war against the criminal underbelly of the shining City of the Tower are tenfold compared to the ragtag bunch it was millennia ago. However, many fear the City Watch has changed. Boundaries are overstepped. Few groups pay enough attention to check the City Watch's growing influence and fewer still within the communities hold the courage to stand up to bullies wearing Watchmen badges. Perhaps corruption has wormed its way within the heart of the goodly militia and now time has taken its toll as the seed of hunger takes root and grows ever thirstier now that no gang poses a significant threat.
